Please describe your comment briefly:
I am not only opposed to the level of rate increase (I was unable to attend public hearing
but it was also not well-advertised) but, and perhaps even more importantly, would like to
see an explanation/justification for the rate-level split at 3CCFs which seems too Iowa
level cut-off resulting in not only a higher proportion of customers but a higher fraction
each customer i s billing being charged at the higher rate.
