I am concerned with the rate of return being proposed in this rate increase request
(originally 8.49%). I understand that United Water has incurred i capital expenses.' I am
not sure, however, the details of those expenses, but suggest that, in these difficult times,
expenses should be reduced to the bear minimum, such that capital expenditures for non-
essential operations be excluded.
While it nearly goes without saying that any rate increase will have a significant impacted
on this community , it is worth stating here again. Most people are getting by with less pay
and less discretionary monies. I have personally seen people take significant pay cuts to
hold on to their jobs. I also understand that the unemployment and foreclosure rates are
starting to hold, but unfortunately, most peopie' s savings have been significantly reduced.
Therefore, I urge this Commission to consider the practical impact of a rate increase. Most
people i s economic circumstances are in decline; a . rate of return' for United Water should be
restricted such that its profitability is inline with those experienced by the public at
large, which I suggest is something less than the i rate of return' being proposed.
I would also like to see the Commission extend the period for additional request beyond the
proposed June 2011 date. A one-year hold on a rate request is not much of a consideration.
