I am against the proposed rate increase of United Water. Just because they made capital
improvments doesn i t mean that the consumer should bear this cost. Many manufacturing
companies make capti tal improvements and these are not passed on to the consumer in all
cases . Capital improvements can improve producti vi ty and therefore reduce operating costs
over time.
