UWI is seeking to increase customer fees to cover the cost of a proposed change in billing
from bi -monthly to monthly. I have no obj ection to the change in the billing procedure
(though I find UWI' s justifications specious). However, I am strongly opposed to allowing
UWI to recover the cost of the conversion. It is a significant financial benefit to any
company to get paid in 30 days rather than 60, and that should be reason enough for UWI to
make the change on its own without also trying to get its customers to pay for it. Talkabout 'have one s cake and eat it too Thank you for your consideration.

I am asking that you deny the (Boise s) water company s request for a rate change to
accommodate their proposed new operating procedures. First, many of the arguments they
present are difficult to examine and even more difficult to prove. Budgeting is notharder on a bi-monthly schedule, in fact it is the leeway some consumers need andapreciate. After walking the pipes for as many years as they have, they should know that
weak spots will not necessarily show until they break. Walking them more often is not any
gaurantee that a pipe will not leak or burst. Water users, public consumers, are notidiots. MOST know that if they run lots of water during summer rates the bills will
increase. New users may have this lesson to learn, but I should not have to pay more
employees to accommodate new users. Are they doing this to accommodate new development on
the dime of established neighborhoods and small users?
Secondly, in my water bill the amount for the service charge often exceeds the water usageitself! I call my bill 1/4 water and 3/4 bill! (Let's hope they don t use this
informtion against the small user and raise the price of water!) I cannot see any
improvement for the consumer by their proposal. Let them use business management if theywish to walk the pipes each month. This proposal will raise my bills considerably, and
hurts me and other low income users. When I look at the amount of the service charges
already and try to imaging how many users they may look at in an hour, somebaody is makinga very good wage. Rate increases will also be used to support executive compensation and
employee benefit plans, and again, business management sounds like a more equitablesolution.
Their proposal is flawed in that it has no real benefit for the consumer. Please denyit.

In Reference to Monthly billing,
Most Business would be delighted to receive their accounts receivables early and moreoften. In fact the businesses normally
provide a discount for early payment. I do not believe that United
Water needs additional money because it is getting money earlier.
This is just a constant drain on our economy.
In addition the Puc should consider helping old neighborhoods establish Pressurized water
systems to compliment sewer systems and
lower demands for the Aquafier. The help is necessary from the Puc because individuals
and Neighbor hoods lack the organization.

In regards to monthly billing, the customer service charge at $16.21 is already too high.
During the winter, my usage charge is way less than the customer charge. And they want to
raise this fee? If they go monthly, I will pay an extra $97. 26/year. That is before the
raise they are asking for on the service fee. I cannot afford it. I will have to let my
lawn go dormant in the summer. Which isn t nessessarily bad, but the ' pri vedge ' I pay to
be their customer is already too high.

In response to Unite Water s proposed increse in rates to cover their conversion to
monthly billing:
I stonlgy opose approving such a rate increase. If UW wants to shift billing cycles it
should not be allowed to shfit the cost to customers that have no other option in who they
recieve their water from.
m not specifically opposed to monthly billing. Monthly / bi-monthly is makes no
difference to me, however UW should not position such a change in billing as a benefit to
me. I will recieve no added benefit, but I will pay more each month.
Their claims that monthly billing will ease monthly budgeting and allow people to better
monitor water usage is non-sense. Show me proof that shows people who pay more for more
frequent bills actually pay less by consumig less water.
Please do not force consumers to shoulder more costs fore big business. We pay enough
already.

I do not see the need to change United Water s billing from bi -monthly to monthly. Thiscauses double-work by meter readers, the billing office, and many other monthly functions
performed by United Water employees and in addition will cost myself and many additional
money which would be better used eleswhere.
I do not have a problem budgeting for my by-monthly water bill and I am sure many, many
customers feel the same. Please leave well enough alone and leave the billing as a bi-monthly function.

I do not understand the need for United Water to change their billing cycle from Bi-
monthly to monthly? United Water wants a fee increase to cover the cost but revenues will
remain the same. Meter readings will double, but the end result is more money being
charged to the customer for the same service. Speaking for myself, I have no trouble
budgeting my water bill on a bi-monthly basis. I urge the PUC not to approve this change.

The increase requested by United water just adds costs and does nothing for thecustomer. . Unlike Power or natural gas bills which can be very large and might require
customer budgeting, water bills are insignifant. I suspect the real reason United wants to
bill monthly is to increase there own cash flow and then have the audacity to ask the
consumer to pay for their new windfall. We are seeing increased cost for everything we
buy. Some are necessary but this one is not.

I am in favor of United Water going to a monthly billing system. I would also favor a
level pay program. Those of us on fixed incomes would benefit from the stable, year round,
billing to more easily manage our budgeting.
