Those future customers and the developer should bare those costs. If Avimor is to be a part of Eagle, let Eagle worry about the hook ups. Communities in Ada County may not be so quick to add to the urban sprawl in Ada and the surrounding counties if developers cannot pay the costs associated with developmen. If developers cannot cover the costs of development and make a profit, then don t develop. I have yet to see any offer from Avimor ofering to share profits with the United Water customers, only an expectation of United Water customers sharing costs.
