To the PUC Commissioners and Staff;
United Water and Avimor have requested approval for significant changes in theirCertificate of Public Convenience. It is my understanding these changes result in a
$6.3MM project. However, Avimor is paying less than $2MM of those costs. The remaining
financeial burden for the cost of improvements for the Avimor proj ect would be borne by
United Water ratepayers.
United Water ratepayers should not be required to share in the development costs forAvimor. Let those that will benefit from this infrastructure pay those costs. If the
Commission is to approve this request. please add conditions that make Avimor responsible
for 100% of the costs.

As a Boise resident and United Water customer , I am strongly opposed to having my water
rates increased to pay for the Avimor water services. I feel the Avimore developers
(Suncor) should be required to pay the full cost of the service. The Avimor development
is an unreasonable distance from existing United Water services. Suncor should have
considered this before beginning their development.

I am quite upset to hear that existing water user residents will have to pick up the tab
on expansions or upgrades of a water system to a new development. I thought that I s what
developer impact fees are for. I have hear this in reference to the Avimore development
in the Eagle Foothills. I am outraged that we will have to pay for 5 million dollars of
new costs! This is totally wrong. The developer should have to pay for all new services
to their development. There is nothing that says a developer is entitled to all these
services for little cost. They should have to pay for the infrastructure necessary for a
successful new development: roads water sewer electricity, firestations, etc. Existing
residents should not have to pay for these expansions.
What can l/we do to modify the rules to force developers to pay the applicable costs?
am willing to take action. Please let me know what the next steps are. I can attend and
testify at meetings but it seems to do little good.

We feel strongly that the Avimor development near Highway 55 should be self-supporting.
We understand that, as proposed, the developers will pay only a third of the cost of the
water pipeline, and that United Water customers will pay the balance. This is wrong;
given property values in the area, the developers will have plenty of money to pay for
their own improvements, and they should do that. Spreading the cost will lead to rate
increases for the rest of us, regardless of how you I spin 'it.

It has been brought to my attention by my fellow neighbors that Avimor wants to use ourwater. . . . . and not only use our water , but wants us to pay for it! This is ludicrous and
should not be allowed as we can NOT set any sort of precedent where out of state
developers come into the state because of our lax rules and not only rape the land, but
take our water and ask for us to pay others to drink it. This state is going to be dry in
30 years, if not severely contaminated because of increased population and dropping water
tables. As a native Idahoan , this whole situation makes me sick , but the real issue is
that we need to take a stand now , so this doesn I t happen and the other 20+ 'planned
communities I will actually have to be a 'planned community,' which is supposed to beI self-sufficient I and self -sustaining.' The developers NEED to be held accountable for
their impact on our land and water , and pay for it themselves.
