I am a concerned United Water customer about future rates being increased because of the
large potential infrastructure costs related to the Avimor/United water case UWI-07-
being passed on to current ratepayers. I believe the proposal is not in the best interest
of current UW customers for the following reasons: 1. Avimor could end up getting a 6.3 million water system at a cost of 1.7 million with
the 4.6 million difference being paid by current UWC ratepayers.2. The need for more water in the future for future phases of infrastructure expenses for
the Avimor area could possibly by assessed to the general body of ratepayers.3. If the IPUC approves the project as written it is rendering a prejudgement that if and
when later phases are built the water issue is not a concern because of the approval
granted in phase 4. It is my opinion that Planned community developments should be required to pay all
water infrastructure costs for their projects without additional costs being passed on the
the current ratepayers. 5. If this case is approved as written it sets a legal precedent
that other planned community developers will want to pursue.

I am concerned about the application of United Water to build a 6 mile pipeline to serve
the Avimor planned community of 700 homes near the top of Horseshoe Bend Hill.
As I see all the development in the Boise area itself, I have asked myself, 'Where will
all the water come from to serve all this growth?'Noone is talking about the ' carryingcapacity' of the valley anymore! Now, with this application, our water service company,
United Water, wants to extend its pipeline 6 miles to reach a large new development way
outside its normal service area. Who will pay for such an expensive project, much less
the other questions it raises?
I hope you will consider carefully such an expansion, with all the questions of costs and
availability, long term, of water.
