Attention:President Paul Kjellander Commissioner Mack Redford Commissioner Marsha Smith Dear Commissioners: On behalf of the Building Contractors Association of Southwestern Idaho (BCASWI) we wanted to contact you concerning IPUC Case Numbers IPC-06-, and UWI-w-07-, dealing with the agreements between Avimor, LLC and Idaho Power, and between Avimor, LLC and United Water. The BCASWI is concerned with the recommendation of IPUC staff in reference to these cases. Our interest in these cases is not dealing with the specifics of the case, but rather the overall precedence that these cases could set forth. We understand the role of development covering the initial costs associated with growth, but are concerned that the recommendations set forth by IPUC staff create an inequitable burden upon new development than on other customers. This inequality is something that could easily be abused and turn into a slippery slope fallacy causing severe effects on all future growth. Again, it is our concern that the IPUC staff recommendations would result in a precedence of inequality toward future growth.
