Dear Commissioners:
After review of the Staff Decision Memo dated February 6 2006, United Water concurs that the
case may be processed by Modified Procedure , as originally proposed in our Application.
Based, however, on informal discussions with Staff and our resulting understanding of positions
that may be taken by Staff, we request that the Commission s Procedural Order afford United
Water the right to file Reply Comments, to be due 15 days after filing of Staff Comments. Further
we request the opportunity to present oral argument, the date for which could be fixed in the
Procedural Order or established after receipt of all comments, at the Commission s discretion.
