FOR AUTHORITY TO INCREASE ITS RATES AND CHARGES FOR WATER SERVICE IN THE STATE OF IDAHO MOTION FOR APPROVAL OF STIPULATION CASE NO. UWI-O6- United Water Idaho Inc. (United Water; Company) and the Commission Staff, file this Motion for Approval of Stipulation, asking the Commission for an Order accepting the Stipulation filed with this Motion. This Motion is based on the following: 1. On February 10, 2006, United Water filed an Application seeking authority to increase the Company s rates an average of 17.91 %. If approved, the Company s revenues would increase approximately $5.9 million annually. United Water proposed that the rate increase be spread equally among all customer groups, and the Company requested that new rates become effective on March 13 2006. 2. A Petition to Intervene in this proceeding was filed by Boise Residents Against Commercial Exploitation (BRACE), but BRACE subsequently withdrew its petition on May 1 2006. No other petitions to intervene were filed in the case. 3. On March 29 2006, the Commission issued a Notice of Scheduling and Notice of Hearing establishing the procedural schedule, including a technical hearing to convene on July , 2006. Following brief conversations the week before, the Parties met on May 15, 2006 to discuss possible settlement in accordance with Rule of Procedure (RP) 272 with a view toward MOTION FOR APPROVAL OF STIPULATION resolving the issues in this case. United Water and Staff did reach a settlement of the Company rate case, and the settlement agreement is filed with this Motion. 4. The Parties ask that the Commission grant this Motion and approve the Stipulation in its entirety, without material change or condition, pursuant to RP 274. 5. United Water and Commission Staff each intend to file testimony supporting this Motion and recommending approval of the Stipulation. The Parties agree that the Stipulation is in the public interest and believe that its terms and conditions are fair, just and reasonable. The Parties stand ready to support the Stipulation at the Commission s technical hearing scheduled for July 12, 2006. NOW, THEREFORE, the Parties respectfully request that the Commission issues its Order: 1. Granting this Motion and accepting the Stipulation in its entirety, without material change or condition; and 2. Authorizing the Company to implement revised tariff schedules designed to recover $3.633 million in additional annual revenue consistent with the terms of the Stipulation; and 3.
