They want to raise everyone s rates, but I had nothing to do with the need for new equipment. Perhaps a fairer way to raise money would be for the new developments and developers to pay for the cost of new water treatment facilities, since they are the ones that cause the need for the additional equipment. My water rates, from my perspective, are already through the roof. I can t ask my boss for an 18% raise..... can you?Please. . . Please. . . Don t let them raise the rates for this basic necessity of life! L , ",,' ' Idaho Public Utilities Commission PO Box 83720 Boise, 1083720-0074 Subject: Objection to Rate increase for United Water I object to the proposed United Water rate increase of 17.91% that is being applied to all customers. United Water was granted a 7.68% rate increase in August of 2005. Why do they need a 18% increase less than a year later? United Water claims to have invested $14 million in new facilities. I believe that these new facilities charge should not be charged to existing customers. This is charging the existing customer base for the expansion of the system. Expansion charges should be charged to new customers only, for the new treatment facilities and lines to feed new developments in the service area. I believe that the facilities to supply my 1938 house have been paid for long ago and that the existing customer base should only be paying for maintenance upgrades to the existing system. Existing customers should not be paying for GROWTH". There should be higher connection fees to new customers to pay for the new facilities. In addition , Micron Technology is a major customer for the water from the Columbia treatment facilities. Micron and other industrial water users should be paying their share of the facilities charges as well , rather than spreading these charges over all customers. I note that their rate of return is excellent at 8.357%. I wish that I could achieve that rate of return on my money! This increase is much more than the rate that incomes are rising in the Boise area, and as water is necessary, places an undue burden on lower income resident. 2. With rising population, yes more service is demanded, but more households are paying the monthly service rate , which is not predicated on usage. 3. As most consumption is during the 3-4 summer months, the increase if effectively muchhigher. For many consumers the percentage increase for summer months could be at least 75% . I understand ROI. A business cannot raise prices 17.91% without negative impact to sales, unless it is the only game in town. Eventhen, people can refuse to buy. As homeowners, we cannot do business elsewhere because United Water is our only supplier of domestic water. Intermountain Gas got a rate increase; Idaho Power got a rate increase; and now United Water wants a rate increase. A17.91% increase is outrageous, and I would ask that the IPUC not grant UW such a hugh rate increase. Why not tie utili ties increases to the rate of inflation? Any company should earn, and, therefore, be entitled to increases in profitability; but pricing of necessities like electric power, gas, heating oil, and water should be tightly regulated and not treated the same as free market business investments because they are not subj ectto the same competi ti ve pressures as these businesses. I cannot understand why it is needed! There has been so many new housing subdivisions built and being built, there customer base has exploded! With all this seemingly overwhelming new income, why do they need more money? Granted, they may have had some additional costs to provide piping, etc., but they recover thatcost, I'll bet, wi thin the first six months or less. After that is pure income, almost. I was born and raised here in Boise and it saddens me when the natives have to pay for all the new equipment needed for all these people who are new to the area. Growth isfine if the local utili tes make the new people who want to live in the area pay there way. If I wanted to move to a large city that I have never been to, more than likely I am going to have to pay an impact fee to get service hooked up since I am one more person that theutili ty companies have to provide service for that has not ever been there. I would have to help pay for me adding growth to that city. Why can t we do that here or are we going to just keep raising all the utilities so darn high that the natives can no longer afford to live here because we are paying for the service for the new guy. If we charge impact fees and the new guy doesn t like it then just tell him to find a comuni ty that is full of push overs and mooch off of them for his relocation. The water that is delivered to my house is so nasty tasting that we drink bottled water! !And that costs $7.50 more money per week. There is a tremendous taste of treatment chemicals in the delivered water. I have lived in other cities that had good tasting water. My neighbors say the water here tasted good before UnitedWater took over! Maybe UNITED WATER doesn t care what the water tastes like here.
