Box 83720 Boise, Idaho 83720-0074 To the Commission: We have recently received notice of the application of United Water to increase their rates by 17.91%. We realize the costs of doing business these days means higher bills, but we feel 17% is too high. We were hoping that anywhere between 5% and 7% would be more acceptable. As retired senior citizens on Social Security, we can't keep up with these high utility bills. It would certainly be a wonderful thing to learn our Social Security payment would beincreased by 17%!! The Statement average annual is $327 and a increase to $386. I have lived in this house for over 10 years, and there telling me the average bill has been $27.50 amonth (THIS PAST YEAR) . (I ahce not had a bill under $50 a month in the last 5 years at least) What a missleading lie. I would venture to say, that just to have the service cost close to that much a month or very close. Water would be quit a bit more. Did they get that figure from some abandon toilet up in the hills some where. In our neighborhood alonepeoples water bills during the warmer months hit $200 a month, or very close, just trying to keep you yard decient. (Please go home and look at your own bill for the last year alone) During the winter months my lowest bill never goes below $60-$70. We are just a average small family trying to make ends meet. (like everyone else) With all the increase the different Utility companys have be given in the past few year s is killing home owners. I watched gasoline prices go crazy this last year for no reason at all. (Lots of Lies and no truth) Just once I would like to see our elected officals stand up for the people and just say "NO" defend us, enough is enough. Its all about money, please remember the money these companys get and your wages comes from the "PEOPLE" one day sooner than later we won t have any money left to give. It's sad that the only thing, that hasn t kept pace with the increasing cost to buy needed item s to live, is the cost of living raises and, AMERICAN PEOPLES INCOME. Use to be Dad worked (That was all that was needed. Now Dad works, Mom works, and if the kids want a colledge education, they work. (Plus kids have to get loans, grants or what ever they can if they can) In some cases Dad or Mom have 2 jobs. Just to have some of the things out parents had, or our grand parents had. Please don look at the few who have alot, and thne pass judgement on the masses. I hope you can see through the false and missleading infomation United Water is using to get this increase. My water bill has gone astronomical in recent years! Not because of increased use, but because of huge rate increases by UWS. Water costs are increasing at rates approaching medical costs, while incomes are increasing at rates closer to 2 % . It is intolerable that this company should ask current users for costs incurred by NEWusers. If UWS needs reimbursement for capital expenditures, the company should seek them from the sources of the new costs: GROWTH. It appears to me that new user hookup and assessments are not high enough. I suggest increasing developer fees because they are the only persons benefiting BIG from Growth and developers are reaping outsized, windfallprofits. Perhaps, the ownership of United Water should be returned to local, Idaho hands instead of being part of a HUGE European company. I know that big companies such as Suez try to milk each division for MAXIMUM PROFITS, whereas locally owned companies are more likely to be satisfied with reasonable returns on investment. In most businesses, additional customers means additional revenue and additional profit, not an excuse to raise rates. If they have financial issues paying for the increased capacity, let those who need the capacity (developers, new residents, new hookups) pay for it. We at Fox Ridge Estates have 1/3 acre lots, thus requiring more water than Boise City lots, resulting in poorly kept up yards. The end product of this is higher water bills, lower usage, and property values decreasing due to ugly yards. Add to that, poor water pressure in the summer, when usage is higher. It is my hope that this request for increased rates by United Water will be denied.
