Being a utility like UWI shouldn t necessarily be a gurantee to it's investors ofstrong investment returns. UWI' s claim of trying to offset operational costs runsparrallel to our (the community s) own...
Please deny their request for an increase. It will only be a short time until they

Comment description: My comment regards United Water s proposed rate increase. If UW must
raise its rates, I would like to see the cost per gallon increase, not the fixed customer
charge. As someone who is very concerned about profligate water use in the summer, I use
very little water, and the bulk of my water bill is usually the customer charge. I have
an old house (1920), with established water service, and I don t feel that I should be
subsidizing new construction.
In summary, I would like to see the customer charge drop substantially, and the water rate
increase accordingly. This would also encourage water conservation in the valley.

I am opposed to the proposed increase for United Water of 17.91%. .United Water claims
they want to recover their capital investment and maintain a "sound financial position
I can t support helping them out unless I know what their profi tabili ty is. They have
many new customers in the Treasure Valley who are contributing to their revenues, and this
should offset capital investments and upgrades. I have worked for many companies who
upgrade facilities to improve efficiency and productivity, and do not pass these costs on
to the final customer. What has United Water done to improve profitability and to reducetheir operations costs? By implementing producti vi ty programs, they should be able to
reduce operating costs and there be able to absorb capital investments. In their letter
to their customers, United Water has provided no financial details of their revenues and
costs, except that they invested $14 million in new facilities. At the same time, what
has been their net revenue? This company is a monopoly and consumers in Boise have no
other choice, so this should be scrutinized carefully. Thank you.

Comment description: Before you allow another huge rate increase for water, you need to
take a look at what some of us are already paying, especially during the summer when they
already increase their rates for the season. Utilities in general have gotten so
expensive, but water is just ridiculous. My bill in the summer is hundreds of dollars and
I only water about 1/2 acre. You need to consider alternative ways to pay for the
increase needs of the Boise area... has anyone heard of impact fees to pay for additional

Complaint description: United Water Increase Rates 2-13-06 Letter to Customers.
I believe the letter was decieving and not a true picture of the average rate payer with a
home and lawn to maintain. My 2005 bill was $662.49. A 17.91 % increase would add$118.65 to my annual bill, an average of $9.88 per month increase. Twice what you are lead
to believe in their letter. I think my situation is typical of a home owner with a lawn.
If we wish to keep Boise the City of Trees, green with nice lawns and growing trees, we
need to keep the water rates at a decent level so we can maintain this beauty. I believeif there is any rate increase it should be on the water usage during the Winter months and
hold the Summer rates as they are or reduce them so we can keep our City of Boise Green
and a place we are proud of.
