Box 83720 Boise, 10 83720-0074 Subject: United Water Rate Hike Request My letter is in response to the newspaper article of 2/11/06, in whk:11 United Water requested an 18% rate increase for all customers. As a res,identiaJ customer, I submit my disa12croval for any increase. I believe we shouldn subsidize this French owned company in making more profit. The cuticle stated their main reason was that it added 10 500 new connections since .January 2001. If they increased their business, they will increase profits and therefore recoup the connection costs in the near future. Additionally, I believe if United Water's cash flow is suffering, it should pass on these connection costs to the new property/water customers. The technology is available to process siegregated invoices. Additionally, I'm in favor of removing the residential excise tax placE~d on residents each year from May through September, for the purpose ~Jf "inspiring us to restrict water use . Millions of gallons of water pass by ADA ('.(Junty into the Snake river and beyond every year even in below average snow pack years. People with water wells aren t charged an excise tax. As pointed out in the Idaho Statesman, it would take most rate payers 6 to 7 years toincrease their income by that amount. In addition, if developers were not given special breaks, but were required to pay for the increase in infrastructure costs theirdevelopments necessitated, most of the increase would be unnecessary.
