Comment description: This a comment on the proposed rate hike on water rates. We are
strongly opposed. The last rate increase cost a great deal and in addition our homeowners
association has to raise the our rates to accomodate the changes. A greater than 8
percent rate increase in one year is much greater than the cost of living wage rate
increase which was zero. People on fixed incomes did not get a raise. Medicaid andMedicare are decreased! ! !! There are very few people who got an 8% pay rate increase, let
along 18%. This is also money that will be leaving our country. You published this on
the same page as deficit soars to new high... Let's leave it alone. Let salaries keep up
wi th cost of living.
Please do not increase rate. Idaho is not an affordable state to live in any more.
Don t price it off the market,
Thank you, for your consideration of this comment.

Comment description: I am outraged at the 18% rate increase proposed by United Water to
cover alleged increases in operating costs, and proposed infrastructure increase. If
their planning wizards did not have the courage, foresight, or honesty to have these costspre-paid by developers and newcomers, that is their problem. Newcomers and developers
should fund the infrastructure costs they are creating, According to my friends in local
law enforcement, 70% of the increase in crime in the last 10 years is attributable to
Californians who moved in during that period. As small compensation for increased crime,
drug activity, porn shops, traffic, polution, etc etc, they should at least out of shame
be more that willing to pay for the problems they, and the developers who paved their way, have caused. Primary among the latter is Dirk Kempthorne who has gotten rich while
ruining our State, Impact fees, even retroactively, levied on anyone who has moved into
Idaho in the last 15 years is preferable to demanding that longstanding residents build
schools, roads, water lines and other infrastructure for developers and Californians who
arrived in Idaho with huge profits from their California real estate. They will continue
to come as long as Millionaire developers and their Politician stooges pave the way with
someone else s money.

anything like 18%, as a matter of fact my ss has not risen that much, and its tied to
inflation, in the last 10 years. at some point you are going to have to bring those publicutili ties to their senses and instruct them that in this present economic climate a profit
of 2% is to be expected and an upper limit of 3% in a case where their mismanagement has
placed them in an untenable position is all you can guarantee. so do the job you are
supposed to do, get a more realistic attitude in the present day climate of returns.brown ken

Comment=descriptIon: I am opposed to the proposed water rate increase requested by UnitedWater. According to The Idaho Stateman (2/10/06) United justifes the need for an increase
because of the "increased infrastructure.Does that mean that because they have morecustomers that they need to charge everyone more money? If I understand basic economics
correctly, a company can remain profitable if they increase volume and reduce margin. If
the cost for new customers is a burden for United, perhaps they need to increase theini tial hookup charge, and not increase everyone s cost.

Comment description: I agree with Mr. Salisbury 100% in regards to the United Waterrequestfor an 18% increase in rates. I understand that United Water has added 10,500 new
customers to their system and that this has required new infrastructure costs. However
most business would be delighted to have that many new customers and they would invest in
their business from their own funds to accomodate these new customers. Why does a public
utility always have to ask for huge increases when this occurs?
I retired just 10 years ago and my income is relatively fixed with the exception of
social security which has a very modest inflation factor each year. We are having a very
difficult time dealing with all of the huge increases in property taxes, gasoline prices,
Idaho Power and natural gas increases when our fixed income has very modest increases each
year. And now we have to deal with another giant increase for our water. Where does all
this end? I suspect it will end with my wife and I in the "poor house . I guess I can only
hope that we will not live to see that happen to us.

Comment=descriptIon: Shirley & I (John), both 69 years old, both disagree with United
Waters request for a 17.91 increase in rates. We believe that a 18% rate increase is far
too much to present at this time. A 5% increase would be more acceptable to seniorci tizens living on a limited income. As far as the rest of their customers we still feel
that it is far too much of an increase especially when they are a subsidiary of SUEZ a
french owned water company.
Thank you for considering our opinion and that of several others.

plenty from all the new developments going in and around Ada and Canyon Counties. I am an81-year old widow, and if all the utilities along with property taxes keep rising as they

Comment descrlptlon: Re: 18% Increase Request
Why do the existing property owners have to pay for "increased infrastructure costs
---
whyisnt this cost covered from profit and the reason there are infrastructure costs---new
subdivisions, new home owners, new businesses? Why isn t there a surcharge or assessment
for all new projects? If there are recently 10,500 new connections, then why doesn t the
increased revenue cover infrastructure costs, operating and maintenance?
Do not pass on the result of poor management to me.

IN LESS THAN ONE YEAR, THIS UTILITY SERVICE HAS REQUESTED A TOTAL RATE INCRESE OF 39.37%.
MANY ECOMOMICS ARE EXPECTING A BENIGN 2%-3% INFLATION RATE IN 2006. THIS WOULD BE
SOMEWHAT LESS THAN 2005.
UNITED WATER HAS BEEN GROWING THEIR BUSINESS AT A RATE OF APPROXMATELY 175 NEW CUSTOMERS
PER MONTH (126.79% ANNUALLY) SINCE JANUARY 1, 2001. I ASSUME THIS HAS INCRESED THEIR
REVENUE ALSO.
IT IS ALWAYS EASER TO ASK FOR AN UNREALISTIC RATE INCRESE THAN BECOME A BETTER MANAGER OF
YOUR ASSETS.
JUST SAY NO TO THIS REQUEST.
