It is not the role of the Public Utili ties Commission to accommodate growth. Whenever avalley utility requests a rate increase, a maj or portion of their requests centers on costs of expanding capacity or extension of services. These costs are regularly passed on to existing rate payers. If Covenant Hill cannot get sufficient water from Eagle Water then let them develop their own system at the expense of the developers. If their aquifer will not support a system,or tapping it would impair Eagle Water, then I guess the area should not be developed. I do not want to see a rate adj ustment request from United Water in the future that includes costs associated with increased capacity or extension of services. JUST SAY NO! !
