Comment description: We are voicing our concern regarding the proposed increase filed by
the above. Long time residential customers should not be paying for new subdivisions.
These cost should be born by developers and property owners of these new areas. Charging
at the different rate for newer areas should be the way to handle these increases.

I am not in favor of the 22.35 per cent rate increase.
I am 69 years old , single. Retired 7 years ago. Having a hard time making ends meet.
After reading the story in The Idaho Statesman it concerns me that Suez s has $29 billion
in debt. What would keep them from taking big bucks out United Water?
From 1-20-4 thur 1-19-05 my cost for a year was 289.83. Average of24.16 month.
I have a small yard that I water with city water.
I own my house (making house payments).
Bottom line is I trust you the PUC to make that right descion.
It really concerns me that United Water is owned by a foreign who has such a big debt.

Hello, I am a united water customer and live in Boise at 1700 Irene St. While I agree that United Water should be able
to make a profit as an independent company that must also be weight against the needs of customers. The rate hike as
proposed is a blatant abuse of United Water being the only supplier and should be rejected. If more facilities need to be
built to meet the needs of an expanding customer base then those expanding customers should pay directly for those
improvements not everyone else.
If water was a competitive industry you would never be able to move such a egregious rate hike through. Please protect
the pocket books of Idahoans.

One of the reasons my husband and I moved here from Texas is to get away from high utility costs. We are
on a limited income and a 22% increase is completely intolerable. We will be there to stand with the rest of
the community to oppose this increase and will do what we can to uncover the real reason for this ridiculous
proposal.

i live at 5604 n Iilybrook way in the hobble creek subdivision. the last raise you gave them was
the summer increase of rates to , supposedly, curtail water usage in the summer time. i happen
to have pressure irrigation water available for which i pay $260 per year. at the time i informed
you of this but the rate increase went through anyway without any provision made for those
whose water usage did not increase in the summer months. seems as if that extra money,
( there are lots of subdivisions with pressurized irrigation systems out this way), should be taken
into consideration. i think it is time that public utilities companies come into the real world and
decrease their return to something like what is available to most of us , ie; 2 to 3 0/0.
the only reason that united waters contaminants seem to be so pure is the horrendous amounts
of chlorine that they inject making it mandatory to buy bottled drinking water. the effects of this
highly toxic chlorinated water on appliances is evident in that 3 years is about all the usage you
can expect from a washing machine which would generally be expected to last 5 to 10 years. so
how about doing what is the correct thing to do and not just blindly give them an increase if not
enough folks turn out to complain. you are supposed to be looking out for the ratepayers welfare
and not a tool to automatically grant rate increases if not enough folks complain. so dont give
any rate increase at all unless they can give a better reason than not many people complain.

Comment=desc ipt on: My concern about this rate increase sterns from an note in the front
page of the Local section of the Idaho Statesman on Wednesday March 9, 2005. It concerned
the installation of 4800 feet of water pipe to accomodate a development of 40 lots in a
new EI Paseo community. If this indicates as it implies that I as a customer of United
Water of Idaho am subsidising this development I find that obj ectionable, developments
should stand of fail on their own merit as a business using their own funds. To the extent
that the rate increase includes making ratepayers pay for providing water connections to
new and occasionly remote developments I would note that such expenses are unreasonable to
pass on to the community at large the developer should pay for the expenses of hisenterprise.

Comment description: My family and I are strongly opposed to the proposed rate increasefor United Water. United Water I s rates are already significantly higher than Capital
Water, or other municipal providers in the Valley. My family owns and manages a large
amount of rental property in Boi se, and has a large amount of accounts through UnitedWater. Many of the properties that we manage are already not profitable due to poor
rental market of the last three years. If this rate increase is passed we will be forced
to raise rent rates on many of the properties to reflect this higher water cost,
especially in summer seasons. We would not be the only property managers passing this rate
increase directly on to tenants. This rate increase, if passed, would directly increase
rental housing rates all over Boise, and would affect the abiltity of low and middle
income residents to enj oy affordable housing.
In addition, this increase is undoubtedly being pressed by the French parent company
United Water that is up to their eyeballs in debt. Consumers in Idaho should not be the
ones bailing this foreign company out of their debt. Thank you.
