Please don t raise the rates, they are already too high. They need to make the new developments pay their own way in regard to capital improvements for growth. Several years ago I testified about the cost of water and how it might affect the public willingness to maintain our urban forest. Since that time literally hundreds of Boise trees have suffered drought stresses and been cut down. Many people are not willing, or do not feel able, to pay increased rates to water the city and county right of ways and trees. Boise s tree canopy is critical for energy conservation and Ii vabili ty in this desert region, and that should be factored into the big picture regarding water costs. Many people cannot continue to keep up with the escalating costs of living in this valley that is outpacing a maj ori ty of residents ' wage increases andl or retirement incomes. I think the City of Boise needs to buy the water company to protect the best interests ofthis valley. Thank you for your consideration. I live in Columbia Village and while we do try to conserve as much water as possible , it is essential to use domestic water and water for my lawn and other plants and trees. I already pay a hefty "tax" on the water used from April through October, basically a surtax on the rates I already pay. I think a 21 % increase is outrages. I don t get a 21 % annual pay increase or even if even if spread over 5- years. I realize that all business have expenses and increases in expenses but a 21 % increase by a company that already makes significant profit is simply not justified. I urge the Commission to reject this request by United Water and to limit any increase to no more than the annualized rate of inflation. Thank you. Steve Brocksome 5654 S.
