Comment description: The untility uses the argument that they haven t had a rate increasefor 4 years to justify a rate increase. This is clearly inadequate. The economy has been
sluggish for 4 years, inflation has been low, and pay raises for everyone has been on holdfor four years. In addition, the housing growth has been steadily bringing new customers
online and more revenue. If the growth hasn t been provided the needed financial growth
and the cost of existing service has increased then the Water Company needs to learn how
to cut expenses and tighten their belt just like everyone else. In any case, the % isunrealistic. The rate should increase at a rate more in line with inflation.

Comment description: The request for United Water to increase their rates 21.46% is
prosperous, insulting, and criminal. . How can any company who claims to be well managed
request that kind of increase? I wish that in my career working at HP I could get that
kind of a increase, and there have been several years without a pay increase. True, they
say they have not raised their rated for 4 years, but that does not require such a drastic
rate increase, in fact compared to Eagle Water , we should see rate OECREASE.
Wi th the building boom going on in Boise, more users, the cost should come down.

Also - look at Eagle Water. Their rate is $18 ~ 66 per 3000 gallons, whereas United Water
is OOUBLE now at $36.77. Something is WRONG

Comment description: I paid higher rates when Barber Water
because they didn t want to install individual meters, so the

I possibly would not complain about the rate increase if the water didn t taste so bad.
This causes me the expense of filters and bottled water. In addition the need for a water
condi tioner system because the water is so hard I have to spend more money on detergents
and additives for my baths (it causes dry skin) .
When a state is reported on the news that we are drinking the 9th worst water in the
ani ted States, we should not be proud. I should not get flyers in the mail stating that
Uni ted Water meets or exceeds the federal guidelines. The water tastes bad. The water is
hard. Obviously the federal guidelines are not strict enough and it shouldn t take the
government standards changing for United Water to simply to the right thing.
ll pay the extra when the water is good tasting, not hard and a proper ph balance soit's not so acidic.
