Comment description: The rate increase proposed by United Water is excessive. It tells
me that those managing United Water have failed to adequately plan and proj ect their
infrastructure and operating costs barring some unusual circumstances. It is just not
possible to continue to support rate increases of 22% every four years. I would support a
rate increase of 10-12%. I would also require the Utility to prepare a capital budget for
the next 10 years that allows for a modest increase in proposed fees.

Comment description: I feel that the prepossal of rate increase of 21.4 6%is completly
out of line? in our senior society, with hundreds on fixed soc. gec. income and thegenerous increase for 2005 of average of 8.00 a month , they can t pay that large of
increase. Many now have to choose between food or medicine , such an rate boost would be a
catastrophe. They say they have stock holders but I had stock in this company when was
bought out by French company. They didn t offer me chance to buy their stock, just sent mecheck with no choice.

Comment description: I oppose the rate increase. IWU's charges have dramatically
increased, both due to past IPUC-approved annual increases and thru application of
unexplained charges. Examples: My billing statement showed slightly less than half the
water in April/May 2004 than used in Ap/May 2003. Yet my bill in '04 was only about $1.less than in '03 (from bill of about $86). This would indicate IWU made essentially a
100% increase in charge to customer in 1 year. My latest bill was $20.56, of which only$4.91 was for water, and $14.57 was "customer charge.These customer charges constitue aself-awarded huge rate increase, negating need for water charge rate increase. What's iffor? It needs to be investigated. The IPUC is charged with protection of consumers from
unwarranted or excessive charges by what are essentially monopoly companies. 00 YOUR JOB!

21.46%? Ever since the French company took over the Boise water system our water bills
have increased at least 300%. No wonder so many lawns in this city have gone to weed.
PEOPLE ON LOW INCOMES CANNOT AFFORO THIS KINO OF GREEO BY A FOREIGN
CONTROLLEO UTILITY. Not only should this increase NOT be allowed but every effort
should be made to take control of the Boise water utility away from the French company
and return it to LOCAL CONTROL! ! !
