Comment description: . This comment is concerning the proposed rate increase for United
Water Idaho Inc. dated 11/30/04.
As a tax payer, an employee of the Boise School District, a homeowner/landlord and a
grandmother of 3 children who live with a single mother, I am very concerned over the
requested increase of about $72.00 per household. Do you ever check on the salary
increases earned in our valley? Do you really think that people living paycheck topaycheck, can afford this much of an increase?
We appreciate the service of United Water but please urge them to rethink this huge
increase request.

Comment=desc ipt on: rate increase like this is the last thing the people need. A
raise of almost $72 a year is just too much. At the rate prices for things people use
everyday are raising, it is making it harder and harder each year for the average person
to have a decent quality of life. A high quality of life is something this country
suppose to provide it's people and it does a very poor job of doing so.

Comment description: The facts published in the UW enclosier with my recent bill is verymisleang. It does not take into account the 6 months of summer when water usage
high. My yearly bill will increase by nearly $150 not $72 as stated in their letter. As
a senior citizen on limited income, I would like to suggest that an adjustment be given
for the period Nov-May and leave the summer months as is. Lets keep Boise Green. Any
significant increase will force us Seniors to a minimum amount of watering and the lawns
etc. will have to suffer.

Comment description: am very OPPOSED to the rate increase under consideration by United
Water Idaho. A residential increase of 22.35% is far too high at one time for those of us
who must use city water to irrigate. Please do not allow this increase to go forward. The
water bills I pay now during the summer months are so high I can barely keep up. If the
rates increase by 22.35%, homeowners in similar circumstances will be priced out of in-ci ty homeownership. Thank you for your consideration.

Comment description: Hello... an increase in water rates of 22.35% for a residential
customer is ridiculous. The water rates for this area are already way to high. They say
the average annual bill right now is $323, well my two bills for the just the summer
months are more then that and 11 m not watering an acreage. There has to be a better
solution then just keep raising rates, like maybe impact fees or a bond issue for the
areas that need new or additional equipment. Even if there is no other solutions, then at
least raise the rates a little bit every year instead of a huge amount in one year. I for
one am tired of having to budget for a utility bill like a would a maj or purchase or an
expensi ve vacation. Say no to such a ridiculous increase and spend some time coming up
with a good answer to an on going problem. What I s their profit margin anyway??? Here I s

Idaho Public Utilities Commission
United Water is not a local Idaho corporation
and yet they take the attitude that Idaho customers have to pay all the
expenses of expanding facilities to meet a growing demand in this area.
When Albertson s wants to build a new store in a city or town
they do not raise prices in that local area to pay for the new facility.
The parent company finances the expansion and depends on increased
business to pay for the investment.
Boise and Idaho are in one of the fastest growing areas in the
country. New customers will increase revenues for United Water but
there is no logical reason for present customers to pay ahead of time
for facilities necessary to keep up with this run-away growth.
I think the IPUC should tell United Water to finance their own
expansion or sell the facility to the city of Boise.
