Comment description: Dear PUC,
I would like to voice my obj ection to the United Water Idaho s application to increase
residential customer rates by 22.35%. This is an exhorbant amount for a single increase.
And residential customers face a large increase than commercial customers - even though
residential customers surely outnumber commercial ones.
This is estimated to be an increase of more than $70 per year - certainly more for peopleIi ving within certain areas of Boise and Idaho.
While I can understand that a revenue increase may be sought by a water utility, a fairer
and more graduated adjustment should be developed and proposed for approval. I ask thatyou rej ect the application from United Water Idaho.

Comment description: Hello, I believe the rate hike United Water is requesting is out ofline. There has been a large number of new subscribers to the united water system, there
is greater profit in numbers. Inflation has been been a lot less than 5% per year for thelast four years. The pay of the united water customer base has been stagnent or gonedown. I feel United Water has plenty of capital to work with out raising their waterrates.

Comment description: ~bj ect to the recently requested raise in domestic water rates
filed by United Water Idaho (UWI).
UWI states that the increase is needed to compensate them for
the improvements in their water treatment facilities, required due
to the increase in user demands.
I am of the opinion that such improvements should be paid out
of the added revenue UWI obtains from the increased customer
base.
I do think that UWI should be required to eliminate the present
summertime surcharge, and then they should be allowed the
recently requested rate change which I understand is 22%.
I would be interested in being informed of the progress of this
case.

Comment = desc ipt on: 35% increase in residential water rates, are you kidding me. I
work for the state of idaho and over the last 5 years I have received a total of
increase in pay. I have a hard time feeling sorry for united water. Perhaps they should use
some of their income to make improvements. It seems like the philosophy of most utilities
is to use the money they aquire during rate increases for a one time improvement. Then set
back for a few years and ask for a huge increase. And whats most upsetting is upc usuallygi ves them most of the request. Why not survey the public find out what the average salaryincrease in the area has been and give the utili ties a % of that amount.

United Water is asking for a total rate lncrease of 21.46% of which residential customers
(myself) rates will increase 22.35%.
REASON:
1. Rates have not been increased in four years.
2. Investments in water facilities and operating costs have increased.
OBJECTION:
I have received one raise (3%) in the past six years (Micron). North West Boise Sewer has
gone up, we will soon be on increased ' summer water rates , etc. Residents of our
communi ty cannot afford this absurd and rediculous proposed increase of our water rates!

Comment description: After recieving the notice in my latest United Water bill in which
they are proposing a 22.35% rate increase for residential customers I feel compelled to
express my opposition to this request. In this notice United Water claims to have been
able to defer any rate increase for the last four years through careful management; if
they now say they need a greater than 20% increase to remain financially sound I suspect
mismanagement has been the issue. This magnitude of increase will present a hardship to
many consumers and it seems to me the company should have anticipated their financial
situation and planned differently with a combination of more prudent spending and more
modest gradual rate increases. I thank you for considering my comments and viewpoint.

Comment description: The proposed rate hike by United Water is ridiculous. The rate hike
of 22.35% is very substantial and would be crippling to many families on tight budgets. I
feel that the rates a company requires should not exceed, in increases, by more than an
average family increases it's income. I rarely see or hear of people making 10 dollars an
hour all the sudden get a raise to 12.24 dollars an hour, it just doesn t happen. If all
utility companies increased their rates like this then thousands of families would be
pushed closer to the poverty line instantly. I also find it hard to believe that United
Water is not turning a profit currently and I would have to believe that the maj ori ty
this increased revenue would go to the company s employees, but I doubt that the employees
would see even a small portion of that extra money. My oppinion is let United Water at
most raise the rates 5% every two years or more but no more than that. I also would like
United Water to dislose in their statements the exact percentage of increase in theircosts. I am disappointed in their proposal and I hope that this comment is useful.

WONDERFUL" BOISE, ID., THE LAND OF REPUBLICANS WHO TAX AND GOUGE.
IF UNITED WATER NEEDS MONEY FOR THEIR COLUMBIA WATER PLANT, LET THE COMPANY TAKE A CHARGE
FOR THOSE COSTS INSTEAD OF PASSING THEM IMMEDIATELY ON TO CUSTOMERS, MOST OF WHOM WILL NOT
BE BENEFITTING AT ALL FROM THIS COLUMBIA PROJECT.
