Water is absolutely unconsciounable. While I realize that some sort of rate increaseafter 4 years may be inorder. When United Water and others make plans for maj or
investments (like the Columbia Water Treatment Plant), it seems to me that they should be
able to fund that on current rates, with some, perhaps, "expected, normal" rate increasesin the future... not 22+%/year! If you break that down, that would be more than a 5.
increase per year. Would the IPUC have approved that if United Water came back each andevery year asking for 5.5%? I hope not. We all have to live wi thin our means during a
tight economy. United Water must live wi thin their means, as well. I do not begrudge them
an increase, but 22.35% would be a killer! Their "example " in their memo of $6/month iscrazy. I would sure like to see an analysis of how residential homeowners (not renters,
etc), average out to that small an increase, based on 22.35%! I assume they are countingapartment complexes, etc... every meter they have, to get the " average " monthly increase to
be that small based upon the proposed increase. This is crazy. Thanks for considering

Comment description: If I could add one more thing. I hope the IPUC will not fall prey tothis "it and switch" tactics these utilies appear to keep presenting you with. Propose
and outlandish increase, so when you recommend half , the new increase is merely
outrageous. I hope you begin to "calibrate " these companies with outright rejections
until they come in the "first time " with reasonsable, justifiable rate increases. If they
do not, don t let them back for at least 6 months.

Comment description: I can understand that a company needs to make a profit and maintaincapital equipment. But in this case I FEEL VERY strongly that a 21.55% increase in rates
when the average person only got a 2-5% raise for the year is TOTALLY OUT OF LINE with the
state of affairs. on SOI and only recieved a 3% raise. My medicare rates went upover 17% so I'm now priced out of my food or my water bill. This rate increase is a
little over the top. Let United water do the same as I and others, TIGHTEN THEIR BELTS
ANO OEAL WITH A 3% increase!
