REPORT ON THE STATUS OF
REVISIONS TO CONSERVATION
PLAN
COMES NOW United Water Idaho Inc.

United Water ) and pursuant to Order No.
29443, which required submission by April I , 2006 of a report on the status of revisions to
United Water s Conservation Plan, and advises the Commission as follows, to wit:
In anticipation of the PUC Order authorizing an extension of time for completing the
Plan, United Water again sent out a Request For Proposal (RFP) on the work to the
same list of eight qualified consulting firms on December I , 2005.
. On December 28, 2005 the Commission issued Order No. 29934 authorizing a
revised timetable for United Water Idaho s completion of the revised conservation
plan and submission to the Commission.
January 6, 2006 was the Due date for consultants to respond to the RFP. Two of the
eight consultants filed timely responses to the RFP.

During the week of January 16, 2006 United Water contacted the six unresponsive
consultants to inquire about our RFP. The Consultants responded they were already
too busy to take on more projects.
On February 10, 2006 United Water Idaho finished the review and evaluation of the
two proposals received.
United Water made a preliminary decision to follow up with Maddaus Water
Management of Alamo, California. Maddaus Water Management (MWM) is a sole
proprietorship formed by William O. Maddaus in 1995. The firm has three
employees. Mr. Maddaus and his team have significant experience at developing
water conservation plans for municipal and private water utilities in the United States
with many in arid portions of the country. Mr. Maddaus has over 35 years experience
in the water conservation field and has established himself as a leading national and
international expert in the field of water resource management by performing
professional consulting services for more than 100 governmental and private clients
in the United States and throughout the world. He holds BS, CE and MS degrees in
engineering and is a licensed professional engineer.
On February 15, 2006 United Water Idaho conducted a telephone interview with Mr.
Maddaus to discuss his firm s proposal, approach, methods and price. The final
selection decision to award the work to MWM was made at this time. The price for
the work is based on time and materials with a not-to-exceed cost of$80 000 from
MWM.
On February 15 2006 a draft consulting contract was sent to MWM for review.

On March 2, 2006 United Water received MWM's initial request for data. United
Water provided responses to the request through March 23rd
On March 23 2006 United Water had another conference call with MWM to confirm
data submissions, clarify remaining data requirements, and to establish a verbal
contract for services. A formal written contract is being drafted and should be
executed between the parties in mid April.
Every indication is that MWM and United Water will be successful in complying
with the timetable for the revised conservation plan as outlined in the Commission
Order No. 29934.
