Terre Grande water system proposed for sale to United Water
Boise - Staff from the Idaho Public Utilities Commission will conduct a public workshop on
March 18 for customers of the Terra Grande water system located south of Overland Road, east
of Milwaukee Street and north of Targee Street in Boise.
The owner of the water service, Barbara V. Child, is selling the water system, with about 117
residential customers, to United Water. Public Utilities Commission staff will answer questions
at the public workshop scheduled for March 18 at 7 p.m. at the Boise School District Services
Center, 8169 West Victory Road.
United Water has filed an application with the commission to expand its certificate to include the
Terre Grande water system and requests approval of related rates and charges. United Water is
proposing to charge Terre Grande customers a flat hi-monthly rate of $54.29 until meters can be
installed. Terre Grande customers are currently charged a flat rate of $26 per month during the
four summer months and $14 per month for the eight non-summer months.
The purchase price for the system is $47 000 and United Water also plans to invest up to
$122 000 in capital improvements for system upgrades and meters. The upgrades include
capping Terre Grande s four wells and switching customers to United Water supply. United
Water is asking the commission to include in its rate base the full purchase price and the cost of
system improvements.
The commission is also accepting written comments on this matter through Friday, April 2.
