I have no objection to the concept of levelized payments, but don t think it is fair that people who are on the standard billing cycle, who are not asking for a special service, should be asked to pay. Create the special service only if there are enough customers to allow a modest charge. Let those who receive special services pay the addi tional cost. I question the company s estimate of the cost of implementation. When Idaho Power & IGC started level pay, did they charge their customers for the implementation costs? Also, my Idaho Power & IGC bills are, at my request, taken out of my checking account by EFT. Is United Water planning to offer this service as well? My feeling is that over time, the company more than recoups its implementation costs by the savings of reduced rebilling & collections for the customers taking advantage of EFT. In order to avoid sticker shock from our water bills in the summertime, I currently pay an additional amount of money, over and above the amount due, every other month during the wintertime.
