On February 2, 2000, United Water Idaho Inc. (United Water; Company) filed an Application with the Idaho Public Utilities Commission for authority to increase its rates and charges for water service. United Water serves approximately 65,000 residential and commercial customers within Ada and Canyon Counties, Idaho. The overall increase in annual revenue requested is $3,057,100 or an increase of 11.57% over current rates.
A prehearing conference in Case No. UWI-W-00-1 was held in Boise, Idaho on March 16, 2000. The following parties appeared by and through their respective counsel and/or representative:

YOU ARE HEREBY NOTIFIED that following discussion and consideration, the Commission determined that it was not necessary or required by the public interest that the Company submit a cost-of-service study as part of its general rate case Application. Reference IDAPA 31.01.01.121.01.e; 31.01.01.013; Idaho Code § 61-501. Cost of service and rate design issues, the Commission noted, were recently examined in United Water Case No.UWI-W-98-3 (Order No. 28043, May 26, 1999).
YOU ARE FURTHER NOTIFIED that pursuant to agreement of the parties and the Commission the following scheduling has been adopted:
June 7, 2000
July 6, 2000 Prefile deadline—direct testimony

Prefile deadline—rebuttal testimony

Pursuant to agreement, all prefile dates are 12:00 o’clock noon “in-hand” dates. The prepared testimony and exhibits must conform to the requirements of Rules 266 and 267 of the Commission’s Rules of Procedure. Reference IDAPA 31.01.01.266-267.
The parties are apprised that discovery is available pursuant to Commission Rules of Procedure, IDAPA 31.01.01.221-234. The parties should coordinate discovery requests and responses so that they are able to comply with the established prefile deadlines.
YOU ARE FURTHER NOTIFIED that the Commission will conduct a technical hearing in Case No. UWI-W-00-1 commencing at 9:30 A.M., THURSDAY, JULY 13, 2000 AT THE COMMISSION HEARING ROOM, 472 WEST WASHINGTON, BOISE, IDAHO and continuing if necessary on Friday, July 14, at the same location.
YOU ARE FURTHER NOTIFIED that the Commission will convene an evening hearing in Case No. UWI-W-00-1 for the purpose of receiving public comment on Thursday, July 13, 2000 commencing at 7:00 p.m. at the same location as the technical hearing.
YOU ARE FURTHER NOTIFIED that all hearings and prehearing conferences in this matter will be held in facilities meeting the accessibility requirements of the Americans with Disabilities Act. In order to participate, understand testimony and argument at a public hearing, persons needing the help of a sign language interpreter or other assistance may ask the Commission to provide a sign language interpreter or other assistance as required under the Americans with Disabilities Act. The request for assistance must be received at least five (5) working days before the hearing by contacting the Commission Secretary at:

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code and that the Commission may enter any final Order consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission’s Rules of Procedure, IDAPA 31.01.01.000 et seq.
O R D E R
In consideration of the foregoing and as more particularly described above, IT IS HEREBY ORDERED and the Commission hereby accepts the Company’s filing in this case as complete without a cost-of-service study as otherwise required by IDAPA 31.01.01.121.01.e.
IT IS FURTHER ORDERED and the Commission does hereby adopt the scheduling and hearing dates set out above.
