Dear Mr. Bertsch:
Idaho Code ~ 63-602P requires the Idaho Public Utilities Commission to report to the
Idaho Tax Commission the percentage of total plant constructed by a water utility to meet
governmentally imposed water quality standards.
U~ted Water Idaho meets the definition of a water corporation defined under Idaho Code
~ 61-125 and is, therefore, regulated by the Public Utilities Commission. Its Marden Treatment
Plant was constructed to meet water quality standards imposed by the Safe Drinking Water Act
the Idaho Division of Environmental Quality, and the U.S. Environmental Protection Agency.
The Company s new Columbia Water Treatment Plant is now operational.
At December 31 , 2004, the value of the investments in these plants and pollution control
equipment was $47 745 388. United Water s total utility plant investment was $259,478,431 at
December 31 , 2004. This includes property, plant and equipment, construction work in progress
and materials and supplies. The percentage of United Water s plant devoted to the elimination
control or prevention of water pollution is 18.40%.
