Dear Property Owner,
Enclosed you wil find a Notice of Filng recently fied at the Idaho Public Utilties Commssion (IPUC) for a
Certificate of Public Convenience and Necessity and to establish rates and charges for water service.
In Idaho, domestic water providers that are non-governmental agencies must go through this certification process.
Although TSW &S has been providing service for a few years, we had held off certification to pursue the formation of
a Distnct. With the Distnct effort ended, we are now completing the certification process with the State.
Below is the rate strcture that we are requesting from the IPUc. In Idaho, water rates are regulated, however, sewer
rates are not. We are requesting these rates so that revenues generated are sufficient to provide a high level of service,
meet all of the current and future regulatory requirements and provide for long-term capital reserves and a moderate
return. If the water rates are approved, then the sewer rates below wil be placed in effect at the same time. If different
water rates are approved, then different sewer rates would necessarly apply.

TETON SPRINGS WATER AND SEWER COMPANY, LLC., NOTICE OF FILING
APPLICATION FOR FILING A CERTIFICATE OF PUBLIC CONVENIENCE AND
NECESSITY AND TO ESTABLISH FOR WATER SERVICE
Teton Springs Water and Sewer Company, LLC, fied an application with the Idaho Public Utilties
Commssion ("Commssion") on May 20,2008, Case No.TTS-W-08-0l, requesting that the
Commssion grant it a Certificate of Public Convenience and Necessity under its authonties and to
establish rates and charges for water service.
In the event the Commssion grants the Company a Certificate of Public Convenience and Necessity
it wil become regulated by the Commssion as a public utility and be required to comply with its
authorities, including its Utility Customer Relations Rules which can be found on the Commssion's
website, http://www.puc.state.id.us/Rules.htm. Included with this fiing is a summar of the rules
and regulations which the Company proposes wil govern its operations as a public utility.
The proposed rates are necessar so that the Company can recover its costs and provide it with an
opportunity to ear a return on its investments in water facilties which are providing service to
customers. This is necessary for the Company to maintain a sound financial position so that it can
provide safe and reliable service.
The request for a Certifcate of Public Convenience and Necessity, and the request to establish
rates and charges for water service and are proposals subject to public review and a
Commssion decision, which it may accept, modify or reject in whole or in part, the proposed
increases. A copy of the Application is on fie and available for inspection at the Idaho Public
Utilties Commssion, 472 W. Washington Street, Boise, Idaho, and the Company's offices located at:
75 West 950 South, Suite 3, Victor, Idaho 83455.
