NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED Troy Hoffman Water Corporation provides water service to 146 residential customers and I commercial customer in Coeur d’Alene,Idaho.The Company has applied for a 34%increase in water rates as follows: Current Rates Projsed Rates — Residential $11.80 per month plus $1.10 per $15.76 per month plus $1.47 per 1,000 gallons for all 1,000 gallons for all consumption exceeding 5,000 consumption exceeding 5,000 gallons per month gallons per month Commercial $15.50 per month plus $1.10 per $20.70 per month plus $1.47 per 1,000 gallons for all 1,000 gallons for all consumption exceeding 5,000 consumption exceeding 5,000 gallons per month gallons per month The Company bills customers on a hi-monthly basis. YOU ARE FURTHER NOTIFIED that the Company did not seek a rate increase between 1996 and 2011 even though its operating expenses increased during that period.The Company then increased its rates in January 2011.See Order No.32152.The Company says the January 2011 increase partially bridged the gap between its operating expense and income,but that the Company needs another increase because operatig expenses continue to exceed income. YOU ARE FURTHER NOTIFIED that the Company’s revenue requirement,and every component of it,both rate base and expense,are at issue.The Commission may grant, deny,or modify the revenue requirement requested and may find a revenue requirement different from that proposed by any party is just,fair and reasonable.IDAPA 31.01.01 .124.01. YOU ARE FURTHER NOTIFIED that the recurring and non-recurring rates and charges of all retail customers are at issue and every component of every existing and proposed rate and charge is at issue.The Commission may approve,reject or modify the rates and charges proposed and may find that rates and charges different from those proposed by any party are fair. just,and reasonable.IDAPA 31.01.01.124.02. YOU ARE FURTHER NOTIFIED that the Commission may approve,reject,or modify existing or proposed relationships between and among rates and charges within,between or among customer classes or rate groups and may approve,reject or modify existing or proposed relationships among and between customer classes or rate groups.IDAPA 31.01.01.124.02. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code and specifically Idaho Code §61-502 and 61-622.The Commission may enter any final Order consistent with its authority under Title 61. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission’s Rules of Procedure,IDAPA 31 .01.01.000 ci seq. COMMISSION FINDINGS AND CONCLUSIONS The Commission has jurisdiction over the Company,its Application,and the issues involved in this case under Title 61.Idaho Code,and the Commission’s Rules of Procedure, IDAPA 31.01.01.000 et seq.The Commission will issue subsequent orders setting a public workshop,comment deadlines,and a customer hearing as necessary. We appreciate the Company proactively correcting its Application to reflect that it proposes a 34%increase instead of a 72%increase.
