The purchase price was based upon the income to the Water District at the time of sale. The price was based upon a +/ -lØ% annual return to the buyers based upon the net income of the water district as supplied by the sellers. I looked at the water district's income and expenses and determined that they were reasonable. It is a small water district with low operating expenses. The new owners do not need to buy a new truck, rent a fancy office or purchase any other peripheral equipment that is not directly related to maintaining the water delivery system which is really the only justified maintenance cost. Although I agree an increase in rates is probably justified, an increase of 142% is totally out of line considering the current economic conditions and the demographics of the district's customers which include many retired people. I recently observed two technicians walking through the neighborhood checking the water meters. Why do they need to pay two people to do the job of one especially considering that they didn i t even know where my meter was, I had to show them. They do not plan on reading the meters again until sometime next spring, so I would challenge their argument that their costs of operations and maintenance are increasing by 142%. Next spring our water bill will be for six months of use which will have a huge detrimental effect on the residences within the Hoffman Water District if this rate is increase is granted retroactively In conclusion I think a more reasonable rate increase of 1Ø% is justified to cover any reasonable increasing operational and maintenance expenses and that it should not be applied retroactively.
