Comment: "This is a ridiculous price increase. We own 2 lots (both for sale) at StoneRidge Motorcoach
Resort. We can really only use these proper�es for 5-6 months annually. This price increase is going to
raise our HOA's even higher. We already pay over $825 per quarter which is more than I pay for our
resort home in Arizona with way more ameni�es. This will make it very difficult for sales of property in
this community. Chan is a thief and shouldn't be allowed to do this price increase."

I'm wri�ng to express my concern and dissa�sfac�on regarding CDS StoneRidge U�l. applica�on for rate
increase(s). I believe simply on the merit of their request, and their requested proposed amount of
increase, requires a substan�al inves�ga�on for the true necessity of their increase on the part of the
Idaho Public U�li�es Commission. StoneRidge U�l has no�fied homeowners of their need to offset their
expenses, and due to a projected loss of revenue from their adjacent Golf Course and Irriga�on
Revenues. They further stated they have invested well over $900k into the infrastructure. They are
reques�ng a rate increase of 261% and/or more. Frankly, as a resident of over 2-yrs, I have not seen
evidence of such an investment to the community and the community water infrastructure. There has
been no improvement in water quality, or any change in the efficiency or maintenance of the water
delivery to residences. I have seen some investment into the neighboring golf resort. I suspect, from my
perspec�ve, StoneRidge U�l is atemp�ng to offset their investments at the expense of local residents,
where local residents have not gained anything from the said investment. In short, StoneRidge U�l,
owned by the same parent corpora�on who owns the resort and golf course, appears to be atemp�ng
to have the many residents pay for their individual resort investment. I could understand moderate
increases associated to infla�on costs, or from substan�al expenses from opera�on, but this applica�on
for increase appears retaliatory in nature when seen with the bigger picture of the many legal issues the
homeowner's associa�on is currently li�ga�ng with the parent corpora�on. In fact, I am suspicious of
their claim of $900k investment into the u�li�es over the last 5-yrs, and wonder if the amount includes
some of the current lawsuits levied against the parent corpora�on from the homeowner's associa�on. In
all, there is no evidence made aware to me or my neighbors which garners this rate increase. I am
curious whether the IPUC has ever seen such a similar request before. Surely, a couple dollars may have
seemed reasonable as an increase. But for example a hypothe�cal increasing a bill of $60/mo to
$157/mo, or to as much as $326/mo, does that not sound suspicious on its base merit? And without any
change to the service and/or quality? Frankly, I think there should be further inves�ga�on beyond simply
determining a rate increase, but to also ini�ate a further inves�ga�on into the opera�on of CDS
StoneRidge U�li�es. I urge the Idaho Public U�li�es Commission to deny and reject the applica�on for
the increase. Furthermore, I believe there should be further inves�ga�on into the opera�ons and
prac�ces of the CDS StoneRidge U�lity and the parent corpora�on. Thank you!"
