Applicant requests that such changes in rates and charges be effective April 1,2024.

Applicant requests a test year ending December 31, 2023.

The applicant believes the increase in the rate is justified to cover expenses, such as,
power, water testing, maintenance, and other expenses to maintain and operate the
water system, as well as to provide an adequate and reasonable rate of return on past,
current and future capital investments in the system to continue to provide safe and
reliable water. The Applicant has not increased rates since 2007.
