Comment: "10-29-2020 Idaho Public Utilities Commission Board of Commissioners, We are Larry and Rosanne Decker. We have owned Lot 15B, Block 6 in Lake Sans Souci Unit 1 at
Stoneridge in Blanchard, Idaho since 1999. It is a vacant lot. We have been talking with Jolene Bossard and she suggested we write you, the Board of Commissioners. This letter is connected
to case number SWS-W-20-02. This is our issue. We want to connect our vacant lot to the CDS Stoneridge Utilities water system. We have no intention of building a structure on our
vacant lot. We are being told by Becca Loughnan, a representative of Stoneridge, that we need to get a permit from Bonner County in order to connect to their water system. Becca makes
reference to your Tariff 9.3 and the need for the permit. I spoke with Amy Scott with the Bonner County Planning Department and she states that they do not issue permits to connect
water to a vacant lot. My wife and I are requesting that you, the Board of Commissioners, remove the sentence in Tariff 9.3 that requires a permit from Bonner County. We feel it is
