On June 4, 2020, CDS Stoneridge Utilities, LLC (“Company”) applied to increase the
fee for a new customer to physically connect to the Company’s water system from $1,200 to
$9,735. See Application at 1, Case No. SWS-W-20-01. The Company requested an effective date
of July 27, 2020. On June 25, 2020, the Commission ordered the Application to be processed by
Modified Procedure and suspended the Company’s proposed effective date to January 26, 2021.
See Order No. 34702.
On November 30, 2020, the Commission Staff (“Staff”) filed a Motion to Extend
Suspension Period (“Motion”) for an additional 60 days. The Company did not file a written
response.
Having reviewed the record, the Commission grants Staff’s Motion and extends the
suspension period for 60 days as noted below. The Commission also sets deadlines for interested
persons to file written comments, and for the Company to file a reply.
EXTENSION OF SUSPENSION PERIOD
Staff filed its Motion under Idaho Code § 61-622(4), which enables the Commission
to suspend an effective date for 60 more days upon a showing of good cause. Staff argued
good cause exists because the Company has not sufficiently responded to Staff’s Production
Requests and has thereby precluded Staff from writing informed comments. Staff thus asked
the Commission to extend the suspension period by 60 days from January 26, 2021, to allow
for the Company to respond fully to Staff’s outstanding Production Requests. Staff asserted
the 60-day extension would allow Staff and the Company ample time to provide fully informed
comments before the Commission issues an order on the Company’s Application.

The Commission finds good cause to grant Staff’s Motion. The proposed effective
date in this case shall be extended for an additional 60 days from January 26, 2021 - until
March 29,2021 – or until the Commission issues its order approving, modifying, or rejecting
the Company’s Application, whichever date is earlier.
NOTICE OF COMMENT DEADLINES
YOU ARE HEREBY NOTIFIED that persons desiring to state a position on this
Application may file a written comment explaining why the person supports or opposes the
Application. Persons who would like a hearing must specifically request a hearing in their written
comments. Persons shall have until January 26, 2021, to file written comments. Comments
must be filed through the Commission website or by e-mail unless computer access is unavailable.

by February 9, 2021.
YOU ARE FURTHER NOTIFIED that if no written comments or protests are received
within the time limit set, the Commission will consider this matter on its merits and enter its order

without a formal hearing. If written comments are received within the time limit set, the
Commission will consider them and, in its discretion, may set the same for a formal hearing.
ORDER
IT IS HEREBY ORDERED that Staff’s Motion to Extend Suspension Period is
granted. The effective date is suspended for an additional 60 days from January 26, 2021, until
March 29, 2021, or until the Commission issues an order approving, modifying, or rejecting the
Company’s Application, whichever date is earlier.
IT IS FURTHER ORDERED Persons interested in submitting written comments must
do so by January 26, 2021. The Company must file any reply comments by February 9, 2021.
IT IS FURTHER ORDERED that parties continue to comply with Order No. 34781,
issued September 17, 2020. All pleadings should be filed with the Commission electronically and
shall be deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service
between parties should also be accomplished electronically. Voluminous discovery-related
documents may be filed and served on CD-ROM or a USB flash drive.
