Box 83720 Boise, Id 83720-0074 To: Whom it may Concern Subject: Stoneridge Water System - Rate Case SWS-06- The undersigned homeowners and residents of the Stoneridge Water Company utility district appreciate the opportunity to respond to the subject rate increase requested by the Stoneridge Water Company. We have full confidence in your assessment of the Water Company s needs for a rate increase based on their submitted financial documents. However, we do have a few concerns and suggestions we wish to submit for the Commission s consideration in determining the final approve rate schedule. We have three concerns; I) Service Classification 2) Residential "Lifeline" Service 3) Residential service charges 1) Service Classification Under the existing tariffs each Class of service is treated differently (Residential commercial, etc) Each customer class has varying opportunities to recoup this increased cost, and therefore, we request that each class be addressed separately. The current proposal treats all the former classes as one conglomerate class. 2) Residential "Lifeline" Service Water is one of the basic necessities of life. The demographics of the area would seem to indicate that there is a significant number of residential customers who are on fixed incomes such as retirement etc. The proposal does not allow any usage under the base rate. The 2006 Rate study of surrounding communities reveals that all surrounding water districts include a base usage as part of the Base Rate. This provides a "Lifeline" supply of water under the base rate. This "Lifeline" supply included in the "Base Rate" varies from 6 000 to 12,000 gallons per month. We believe that a certain amount of water should be included in our base rate as this would make it consistent with the surrounding water districts rate structure. See attached 2006 Rate Study. Page 1 3) Residential Service Charges Although the proposed increased revenue rates for residential service are specified to be 92 % in the proposal, there appears to be a discrepancy. The Base Rate for residential customers increases from $14/month to $38/month, a 157% increase. The usage rate is still based on total consumption (See number 2 above), and it increased from 30 cents/l OOO gallons to 67 cents per 1 000 gallons. This is an increase of 123%. Therefore, it would appear the rate increase to residential customers is at least 123%, but more probably closer to 140%. We therefore request, based on items one through three above, that any rate increase of over 20% be phased in over a period of years or any time period the utility commissions deems equable to both the rate payers and the utility. It is also requested that this phase in process be approved as part of this filing to save the utility the additional expense of filing each year and the commission the added work load each year until the rates are brought into line.
