A major inequity I find in the application by Stoneridge is that they have made the
Timeshares into 143 separate units, and applied the base charge to each unit. In fact,
these are in 4 separate buildings, with one meter for each building. Using the usage
figures supplied by the water company, the average usage annually for the units is 26,375
gallons, about one third of the average usage of the residential units in Stoneridge and
Happy Valley, about 74,700 gallons.
The total usage of the Timeshares is about 6% of the total, while the golf course uses
over 66% of the total. Under the old tariffs, the Timeshares paid about 4.3% of the
income, and the golf course paid 23.6%. Under the proposed tariffs, because of the
application of the base charge to each of the Timeshare units, the Timeshare portion of
the revenue will skyrocket to 32.4%, while the golf course will drop to 14.2%. The other
residential areas, Stoneridge and HVR, paid 36.6% and 32.6% previously, while consuming
about 24% of the water. Under the new tariffs, they will pay 27% and 24.2% respectively~
close to the appropriate amount based on their usage.
Thus, it appears that the residential areas were previously subsidizing the golf course,
and under the proposed tariffs the Timeshares will pick up the load. The size of the
pumps, capacity of the lines, and the capacity of the wells are based on total need, and
again the golf course is by far the largest user, yet pays a minuscule amount compared to
their usage.
In justifying some of their expenses, the water company has stated that they have used
equipment or services from other Stoneridge divisions, and that the water system should
get their own equipment or pay for the use. Yet the water company, which "

space with CDS Stoneridge Associates Land, L.C...." (golf course) and also shares
administrative functions and management, as well as common ownership, does not seem to
mind letting the Timeshares subsidize the golf course.
The application of the base rate to each of the Timeshare units does not make sense, other
than a revenue producing attempt by the "common ownership . Perhaps the golf course should
be charged a base rate for each sprinkler, as that would be about as logical.
