On May 8, 2003 a sanitary survey of the Stoneridge water system was conducted with the
assistance of Keith Rusho. A sanitary survey consists of a complete overview of the public water
system from the standpoint of compliance with Idaho Rules for Public Drinkina Water Svstems.
such it can be used as a tool for addressing short and longer term needs to assure compliance with
drinking water rules. This can help alleviate problems, which may affect the health of the citizens on
the water system. These surveys are conducted every five years for those systems in substantial
compliance.
The Stoneridge water system was found to be in compliance with the Rules for Public Drinkina
Water Systems. There were however two items which must be addressed. They are:
A cross connection controllbackflow protection program is required.
A sample tap with a unthreaded end is required at the well house sample locations.
A cross connection control program consists or bylaws or ordinances within the water system which
require that individuals who have certain water uses have devices on their homes to prevent the
backflow of water into the water system distribution piping should a lost of pressure occur. The
current practice of installing single check valves on all service connections is commendable. If a
person were to install an automatic sprinkler system however, a double check valve would need to
be installed. This double check valve would also need to be inspected by a certified inspector on an
annual basis to insure that it is functioning properly. Other devices are required on certain other
uses to protect the water system. Within 45 days of the date of this letter you must submit a draft
cross connection control program to DEO for review.
The smooth bore sampling tap is a minor item and should be installed no later than 30 days from the
date of this letter.
In addition to the physical facilities inspection of the water system there are two elements of the
survey that are not usually possible to complete during a field inspection. These elements involve
the financial and managerial capacity of the water system. We have enclosed the forms for you to
complete. Would you please complete them and mail them to the IDEO office in Coeur d'Alene
within 14 days of the receipt of this letter?

Stoneridge Ground Water Rights
Stoneridge Utilities (SU), a private company regulated by the IPUC and DEQ operates the water
and sewer systems serving the Stoneridge and Happy Valley Ranchos developments. SU is
successor to the Bonner Company, the original developer of the water system. The Bonner
Company obtained the original rights to withdraw water from the ground in water right number
96-7085 which was requested in 1968. At that time the requested amount was 5 cis (2250 gpm).
The Bonner Company chose not to update that right in 1983. In 1984, IWR changed the right to
89 cis (850 gpm) based on the installed pumping capacity.
Currently well no. 1 has a capacity of approximately 850 gpm and well no. 2 had a capacity of
600 gpm before if failed. The plan is to discontinue the use of the existing well no. 2 and
develop a new well no. 3 that would have a capacity of 600 gpm. The new well would be
located near the existing wells, which are located over the Rathdrum aquifer.
The existing municipal water system is designed to be served with two wells having a combined
capacity of 1400 gpm. The present system will serve more than 710 Equitant Residential Users
(ERUs) and irrigate the golf course. The old well no. 2 will be not be abandoned, but instead
held in abeyance for possible redevelopment at a lesser flow rate.
Per my discussion with Bob Haines at the IWR, the new well can be drilled under the existing
water right. To legally use both wells at the same time, a new water right needs to be obtained.
The new water right would be for municipal purposes in the amount of 650 gpm (1.5 cfs). The
right would be continuous through the year. This water right would be for use within the service
territory of the water system. The IPUC service territory would be referenced and then as the
service territory boundaries are changed, the water right service area would change with the
service territory. The new water right would have a current priority date.
The new water right would reference that the water could be withdrawn from any of the three
wells operated by Stoneridge Utilities. Regardless of where the second well is located, the new
water right should be applied for quickly. Currently there is considerable inter and intra state
discussions about the water in the Rathdrum Aquifer, of which the SU wells withdraw from, so it
would be good to tie up the rights to the water that is being used as soon as possible.
Bob Haines noted that the results of the adjudication of the surface water rights will continue to
govern, in which case the amounts of the surface rights will not change until challenged in court.
Construction Schedule
Construction of the proposed improvements has been completed. Phase I of the improvements
connected the Happy Valley Ranchos water system to the Stoneridge water system. Phase II
the construction provided for DEQ mandated control reliability of the pumps.

StoneRidge Utility Water Connections Fees
Currently StoneRidge Utility is faced with two types of water connections costs:
1. The installation of a water meter where the curb stop has been installed at the
property line by the owner or developer (new development). This process
includes parts and materials for the meter and labor to do the installation. Parts
and materials are approximately $500 to $700 depending on piping size.

the past 2 years these costs have varied from $800 to $2300 plus the meter costs
above.
Based on the above costs StoneRidge Utility requests they be allowed to charge $1200 to
cover the average costs for parts and installation of a % inch water meter and stop and
waste valve.
With the uncertainty of costs for additional work associated with some hook-ups, and to
insure rate payers do not end up subsidizing these costs, we are requesting StoneRidge

GENERAL POLICY
FOR THE CONTROL OF BACKFLOW AND CROSS CONNECTIONS
1. Purpose of Policy
. To protect the safe drinking water supply of STONERIDGE UTILITY LC. from
the possibility of contamination or pollution by requiring compliance with state
and local plumbing codes. health regulations. osha and other applicable industry
standards for water system(s) or private water system(s).Compliance with these
minimum safety codes will be considered reasonable vigilance for prevention of
contaminants or pollutants which could backflow into the public water systems:
and
. To promote reasonable elimination or control of cross connections in the
plumbing fixtures and industrial piping system(s) of the consumer as required by
state and local plumbing codes. health regulations. osha and other applicable
industry standards to assure water system safety: and
. To provide for the administration of a continuing program of backflow prevention
which will systematically and effectively prevent the contamination or pollution
of all drinking water systems.
2. STONERIDGE UTILITY LC. Responsibility
. STONERIDGE UTILITY Lc. shall be responsible for the protection of the
drinking water distribution system from foreseeable conditions leading to the
possible contamination or pollution of the drinking water system due to the
backflow of contaminants or pollutants into the drinking water supply.
Drinking water system surveyslinspections of the consumer s water distribution
system(s) shall be conducted or caused to be conducted by individuals deemed
qualified by and representing STONERIDGE UTILITY LC. Survey records shall
indicate compliance with the aforementioned health and safety standards. All such
records will be maintained by STONERIDGE UTILITY Lc.
. STONERIDGE UTILITY LC. shall notify in writing, all consumers of the need
for the periodic system survey to insure compliance with existing applicable
minimum health and safety standards.
Selection of an approved backflow prevention assembly for containment control
required at the service entrance shall be determined from the results of the system
survey.
No water service connection to any premises shall be installed or maintained by
the STONERIDGE UTILITY L.C. unless the water supply is protected as
required by State laws, regulations, codes, and this policy. Service of water to a
consumer found to be in violation of this policy shall be discontinued by the water
purveyor after due process of written notification of violation and an appropriate
time suspense for voluntary compliance, if (1) A backflow prevention assembly
required by this policy for control of backflow and cross connections is not
installed, tested, and maintained, or (2) If it is found that a backflow prevention
assembly has been removed or by-passed, or (3) If an unprotected cross
connection exists on the premises, or (4) If the periodic system survey has not
been conducted. (Service will not be restored until such conditions or defects are
correct. )
The customer s system(s) shall be open for inspection at all reasonable times to
authorized representatives of the water purveyor to determine whether cross
connections or other structural or sanitary hazards, including violation of this
policy exist and to audit the results of the required survey.
Whenever the public water purveyor deems a service connection s water usage
contributes a sufficient hazard to the water supply, an approved backflow
prevention assembly shall be installed on the service line of the identified
consumer s water system, at or near the property line, or immediately inside the
building being served; but, in all cases, before the first branch line leading off the
service line.
The type of protective assembly required shall depend upon the degree of hazard
which exists at the point of cross connection (whether direct or indirect),
applicable to local and state requirements or resulting from the required survey.
All presently installed backflow prevention assemblies which do not meet the
requirements of this section but were approved assemblies for the purposes
described at the time of installation and that have been maintained, may be
excluded from these rules so long as the water purveyor is assured that they will
satisfactorily protect the public water system. Whenever the existing assembly is
moved from the present location or, requires more than minimum maintenance or
when the water purveyor finds that the operation or maintenance of this assembly
constitutes a hazard to health, the unit shall be replaced by an approved backflow
prevention assembly meeting the local and state requirements.
It shall be the responsibility of the consumer at any premises where backflow
prevention assemblies are installed to have certified surveylinspections, and
operational tests made at least once per year at the consumer s expense. In those
instances where the Public Water Purveyor deems the hazard to be great, he may
require certified surveyslinspections and test at a more frequent interval. It shall
be the duty of the Public Water Purveyor to see that these tests are made
according to the standards set forth by the State and local regulations.
No backflow prevention assembly shall be installed so as to create a safety
hazard. Example: Installed over an electrical panel, steam pipes, boilers, pits, or
above ceiling level.
If violations of this policy exist or if there has not been any corrective action
taken by the consumer within 10 days of the written notification of deficiencies
noted within the survey, then the Public Water Purveyors shall deny or
immediately discontinue service to the premises by providing a physical break in
the service line until the customer has corrected the condition(s) in conformance
with the State and local statutes relating to plumbing, safe drinking water ~upplies
and the regulations adopted pursuant thereto.
3. Consumer s Responsibility
To comply with this policy as a tenn and condition of supply and consumer
acceptance of service is admittance of his/her awareness.
It shall be the responsibility of the consumer to purchase, install, test and maintain
any backflow prevention devicelassembly required to comply with this policy.
4. Plumbing Official Responsibility
The plumbing official's responsibility to enforce the applicable sections of the
plumbing code begins at the point of service (downstream or consumer side of the
meter) and continues throughout the developed length ofthe consumer s water
system.
The plumbing official will review all plans to ensure that unprotected cross
connections are n01an integral part ofthe consumer s water system. If a cross
connection cannot be eliminated, it must be protected by the installation of an air
gap or an approved backflow prevention devicelassemb1y in accordance with the
State Plumbing Code.
Water vacating the drinking water supply must do so via approved air gap or
approved mechanical backflow prevention assembly, properly installed and in
accordance with the State Plumbing Code.
5. Certified Backflow Assembly Technicians, Surveyors or Repair Persons
Responsibilities:
A Certified Technician shall perfonn all tests of the mechanical
devices/assemblies and be responsible for the competence and accuracy of all
tests and reports. They shall be equipped with, and be competent to use, all
necessary tools, gauges, and other equipment necessary to properly test, and
maintain backflow assemblies.
Whether employed by the consumer or a utility to survey, test, or maintain
backflow prevention assemblies the Certified Backflow Technicians, Surveyors or
Repair Persons will have the following responsibilities.
Insuring acceptable testing equipment and procedures are used for testing,
repairing or overhauling backflow prevention assemblies.
Insuring such testing and/or repair is reported to the consumer and water
purveyor.
The report shall include the list of materials or replacement parts used.
Insuring replacement parts are equal in quality to parts originally supplied
by the manufacturer of the assembly being repaired.
Insuring that there is no change in the design, material or operational
characteristics of the assembly during testing, repair or maintenance.
Insuring their license is current, the testing equipment being used is
acceptable to the state, and is in proper operating condition.
The Certified Technician conducting the test must tag each double check valve
pressure vacuum breaker, reduced pressure backflow assembly and high hazard
air gap, showing the serial number, date tested and by whom.
In the case of a consumer requiring a commercially available technician, any
certified technician is authorized to make the test and report the results of that test
to the consumer and water purveyor.
DEFINITIONS
FOR THE CONTROL OF BACKFLOW AND CROSS CONNECTIONS
Water Purveyor: STONERIDGE UTILITY Lc., is invested with the authority and
responsibility for the implementation of an effective cross connection control program
and for the enforcement of the provisions of this policy.
Approved Backflow Assembly: Accepted by the Department of Health, Bureau of
Drinking WaterlSanitation, as meeting an applicable specification or as suitable for the
proposed use.
Auxiliary Water Supply: Any water supply on or available to the premises other than
the purveyor s public water supply will be considered as an auxiliary water supply. These
auxiliary waters may include water from another purveyor s public potable water supply
or any natural source(s) such as a well, spring, river, stream, harbor, etc, or "used waters
or "industrial fluids . These waters may be contaminated or polluted or they may be
objectionable and constitute an unacceptable water source over which the water purveyor
does not have authority for sanitary control.
Backflow: The reversal of the normal flow of water caused by either backpressure or
back-siphonage.
Back-Pressure: The flow of water or other liquids, mixtures, or substances into the
distribution pipes of a feeding distribution pipes of a potable water system from any
source(s) other than the intended source.
Back-Siphonage: The flow of water or other liquids, mixtures, or substances into the
distribution pipes of a potable water supply system from any source(s) other than the
intended source, caused by the reduction of pressure in the potable water supply system.
Backflow Prevention assembly: An assembly or means designed to prevent backflow.
Specifications for backflow prevention assemblies are contained within the Uniform
Plumbing Code Chapter 6 and IDAP A 58.01.08.
Contamination: Means a degradation of the quality of the potable water supply by
sewage, industrial
industrial fluids or waste liquids, compounds or other materials.
Cross Connection: Any physical connection or arrangement of piping or fixtures,
which may allow non-potable water or industrial fluids, or other material of questionable
quality to come in contact with potable water inside a distribution system. This would
include any temporary connections, such as swing connections, removable sections, four
way plug valves, spools, dummy sections of pipe, swivel or change-over devices or
sliding multiport tubes or other plumbing arrangements.
Cross Connection-Controlled: A connection between a potable water system and a
non-potable water system with an approved backflow prevention assembly properly
installed and maintained so that it will continuously afford the protection commensurate
with the degree of hazard.
Cross Connection-Containment: The installation of an approved backflow assembly
at the water service connection to any customer s premises where it is physically and
economically infeasible to find and permanently eliminate or control all actual or
potential cross connections within the customer s water system; or, it shall mean the
installation of an approved backflow prevention assembly on the service line leading to
and supplying a portion of a customer s water system where there are actual or potential
cross connections which cannot be effectively eliminated or controlled at the point of the
cross connection (isolation).

unauthorized use of or shutting off of valves is strictly prohibited.
18 ADD "Irrigation Charges Irrigation services may be discontinued
disconnected or regulated by the Utility Company if determined necessary for the
Utility Company to insure water availability for the Residential, Time Share and
Commercial Users.

A stop-and-waste valve will be installed on the customer s side of the water
meter as part of the water meter installation. Shutting off said valve or water
meter is prohibited by anyone other than an authorized agent of the Utility
Company.
6 DELETE Section and ADD "NO other water supply of any source shall be
connected to the Customers system. " The Utility Company may require an
approved backflow device be installed at the service connection or another
location to prevent contamination ofthe Utility s Water Supply. if determined
necessary by the Utility Company. The cost of installation and maintenance of a
backflow device shall be the responsibility of the Customer.
9. INST ALLA TION OF SERVICE CONNECTIONS

Connections will be paid prior to installation. Fees and completed applications
shall be submitted to the Utility Company a minimum of 30 days prior to the
requested installation. Fees and applications must be accompanied with an
approved building location or building permit issued by Bonner County.

those associated with the installation of a stop and waste valve and % inch
water meter shall be the responsibility of the Customer
11. DISCONNECTION AND RECONNECTION OF SERVICE

12.1 ADD.....material basis extensions for a specific customer. shall be done at
the customer s expense as mutually agreed upon by the Customer and the Utility
Company

number of units within the Association and Commodity Charge equivalent to the
number of units within the Association plus any Commodity Charge that may be
assessed to cover common area water usages.
