After reviewing the Application that wassummi ted for your consideration I found it to be one-sided. Only one plan was summi tedand this being the most costly. The first engineer I s estimate of probable cost Assuming2002 cons truction was $137 , 400.00 (wi th pumphouse) . The one summi ted to you was$202 300.00. The diffence is items were added that I believe are not necessary. Eight (8)fire hydrant installations in the amount of $2 250.00 each total $18 , 000.00. Small andlarge blowoffs in the amount of $1 , 500.00. What tanks are they talking about that need be recoated , that cost being $5 , 500.00. The additional storage tanks-, 000 gal. have beenpaid for including final engineer plans , the current Board has not install them for
reasons not explained to the water users . The money coming from the current loan that was
secured for upgrades to H. V. R. water system. What concerns me is the current plan is to be
hook-up to Stoneridges 10 000 gallon tank. This tank is over 30 years old , and has been
clean once , as far as I know. Stoneridge I s engineer has said that hooking up to H. V. R.
system directly would be more costly because of the amount of pipe that would be needed.
Stoneridge is only going to use what equipment they want wi th anything not use will remain
H. V. R. W. , Inc. property. How can this be , as I understand it if H. V. R. W., Inc. merges wi
Stoneridge Utillity H.Inc. will be no longer. What happens to the two (2) new clean
well just installed not more than 5 years ago and all other equiment that won t be
utilized. I believe hooking up to H.Inc. current system would cost less and with
hooking directly to a well H.Inc. users would get the quality water that theydesire. Also the cost per user is calculated on the amount of 90 , where did this comefrom? There are 121 lots in Happy Valley Ranchos. Each lot can hook-up to the water
system. I believe H. V. R. W. , Inc. should hook-up wi th Stoneridge Utili ty, this would put the
system in the hands of professionals and it would be overseen by you. Wi th not having
location for a backup well and for many other reasons this merger is in the best interest
for all. I believe the cost of this merger is way to high , and will put a hardship for low
income folks and the fixed income people. Please look into the cost I believe it could be
lower. I look forward to hereing from you.
