AND TO IMPLEMENT A SURCHARGE. CASE NO. SWS-O3- NOTICE OF APPLICATION NOTICE OF PUBLIC WORKSHOP NOTICE OF MODIFIED PROCEDURE AND NOTICE OF WRITTEN COMMENT DEADLINES ORDER NO. 29254 YOU ARE HEREBY NOTIFIED that on March 17, 2003 , CDS Stoneridge Utilities LLC ("Stoneridge ) filed an Application seeking Commission authorization to acquire the service territory of Happy Valley Ranchos, Inc. ("HVR"), to complete an interconnection between the existing Stoneridge water system and the neighboring HVR system, to amend its Certificate of Public Convenience and Necessity to include the HVR customers within the Stoneridge service territory and to implement a surcharge on the rates of the connecting HVR customers to service the debt that will be incurred for the interconnection project. Attached to the Application are eight exhibits. YOU ARE FURTHER NOTIFIED that the Commission has suspended the Company s Application and has determined that Stoneridge shall continue charging existing Commission approved rates and charges until such time as the Commission issues an Order accepting, rejecting or modifying the Company s Application and the HVR customers are actually being provided water service by Stoneridge. NOTICE OF APPLICATION NOTICE OF PUBLIC WORKSHOP NOTICE OF MODIFIED PROCEDURE NOTICE OF WRITTEN COMMENT DEADLINESORDER NO. 29254 NOTICE OF PUBLIC WORKSHOPS YOU ARE FURTHER NOTIFIED that the Commission Staff will conduct a public workshop to discuss the Company s Application on JUNE 23, 2003 BEGINNING AT 7:00 M. AT THE STONERIDGE EVENT CENTER, 104 CHATWOLD, BLANCHARD IDAHO. The public workshop will offer the public an opportunity to meet with the Commission Staff, ask questions and receive information. YOU ARE FURTHER NOTIFIED that the public workshop in this matter will be held in facilities meeting the accessibility requirements of the Americans with Disabilities Act. In order to participate, persons needing the help of a sign language interpreter or other assistance may ask the Commission to provide a sign language interpreter or other assistance as required under the Americans with Disabilities Act. The Commission has determined that the public interest regarding Stoneridge s Application may not require a hearing to consider the issues presented and that issues raised by the Application may be processed under Modified Procedure , by written submission rather than by hearing. IDAP A 31.01.01.201-204. YOU ARE FURTHER NOTIFIED that the Commission may not hold a hearing in this proceeding unless it receives written protests or comments opposing the use of Modified Procedure and stating why Modified Procedure should not be used. IDAP A 31.01.01.203. NOTICE OF COMMENT DEADLINES YOU ARE FURTHER NOTIFIED that the customer deadline for fIling written comments or protests with respect to the Application and the Commission s use of Modified NOTICE OF APPLICATION NOTICE OF PUBLIC WORKSHOP NOTICE OF MODIFIED PROCEDURE NOTICE OF WRITTEN COMMENT DEADLINES ORDER NO. 29254 Procedure in Case No. SWS-03-1 must be filed with the Commission on or before June 30 2003. Persons desiring a hearing must specifically request a hearing in their written protests or comments. YOU ARE FURTHER NOTIFIED that the deadline for the Commission Staff and Stoneridge to fIle written comments with the Commission with respect to the Company Application in this Case No. SWS-03-1 is July 7, 2003. YOU ARE FURTHER NOTIFIED that if no written comments or protests are received within the deadline, the Commission will consider the issues on their merits and enter its Order without a formal hearing. If comments or protests are filed within the deadline, the Commission will consider them and in its discretion may set the matter for hearing or may decide the matter and issue its Order based on the written positions before it. 31.01.01.204. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission s Rules of Procedure, IDAP A 31.01.01.000 et seq.
