People are already struggling with the effects of the pandemic. Businesses have been forced to close and employees have laid off. In addition, newcomers flooding into the Treasure Valley have driven home prices and rental rates sky high. And now Suez wants this huge increase? Please don’t allow this. Please don’t force more people into the streets. I’ve reviewed the infrastructure plan that details the monies spent attempting to justify this rate increase. Suez states that these “improvements” are not due to new construction or customer growth because they state new growth pays for itself. However, it seems that some of these expenses are for increased pumping capacity which would lead one to think that is related to growth. Suez has done nothing meaningful to encourage customers to reduce consumption, instead simply building out additional capacity which they now want a 7.5% return for. It is irresponsible for a company to simply add capital projects in an attempt to increase net income. If Suez truly wants to be a meaningful partner with Idaho customers which this commission represents the company should have first increased efforts to conserve water. Suez has nearly zero communication with customers showing different landscaping techniques which would conserve water and reduce the need for additional pumping capacity. I would assume pumping capacity is utilized/constrained most in the summertime with the watering of landscapes yet I’ve never seen the company promote using more efficient sprinkler heads or xeriscapes. I have been a customer for 17 years and I just found out they have 2 small xeriscape displays after I called and spoke with them (zero communication from them prior to my call). It’s clear that Suez should take a hard look at their shortfalls in communicating conservation with customers and realize that they can’t continue to build out pumping capacity with the expectation that customers will foot the bill. I ask the commission to send a clear message that Idahoans will not reward a company that has failed to educate customers on conservation and has chosen to simply expand their system with the expectation of a 7.5% ROI. Their customer fee alone is the largest portion of my service bill, they are a foreign-owned company in business for profit, not service. The proposal to increase rates by 22.3% is absolutely crazy. While all of the citizens and other agencies are buckling down more than ever, Suez is asking for an absurd increase. How can we as citizens keep up with rates that are increased so drastically? We simply can not. The request is not in alignment with the economic time that we are in. Please deny this request.
