Our water rights are an extremely important asset and selling them to a foreign company is the worst thing for our small community andfor Idaho as a whole! When you sell/give away your water rights, your very livelihood is at stake! We would be at the mercy of a foreign company that DO NOT have our best interests inmind, they only want control over the world's water and money!! Our livelihoods are not for sale!! The residents of Eagle DO NOT want our water (most essential human need to survive)controlled by anyone but the residents that live here! We were never given a chance to vote on this as our Mayor promised to fight for us and NEVER did. He gave up first right of refusalwithout the imput of the citizens that live here and have lived here for far longer than he has been Mayor. Our Mayor does NOT speak for the wants of the cities citizen, he never gave usan honest or fair opportunity. As a resident of Eagle for over 30 years I can say that this sale (if allowed), will start the process in the destruction of the City (we who live here) all love.We understand that repairs and upgrades are needed to the current water system. We understand that the owner of Eagle Water is at the point in his life he needs to get out fromowning and managing the company/system. Where was the opportunity for the city to buy the company and the residents given the opportunity to approve a bond for the purchased andrepairs?! They wasn't, aleast not one that notified the residents. Our Mayor does not have the cities residents best interests in mind. He is only acting as business man and NOT the voice ofthe people he was elected to serve. If he was acting on our behalf, he would have made sure every resident had the opportunity to vote for what WE feel is best for our community!Instead, he made the decision for us and kept in on the down low. The residents of Eagle are more than willing (we just need to be given the chance) to invest in Eagle Water systemsupdates and repairs needed to maintain a city owned water service. If you approve this sell, you are hurting the city and the future livelihood of all it's residents! Please deny this purchaserequest by Suez and give the citizens an opportunity to vote for what is best for our lives and not leaving it in the hands of those out for money and development opportunities only!! Thankyou for your time and consideration in the role you play in our futures. We are counting on you to do what is right for Eagle's residents and not what is best for Suez. WE ARE EAGLESTRONG and the residents are who make this beautiful city what it is, not foreign owned/run companies. Please don't approve to sell control of our livelihoods to a foreign company! Weare BEGGING you to hear us and listen to what we want! We need water to survive as humans, and do not want that control in the hands of a foreign ran company. Approval of this sale is a true detriment to our city and our lives. We have spoken, now it's up to you. Please fight for us and not Suez!! Thank You!!!! Eagle Water has been one of those valuable resources to us and I agree that improvements and rate increase are necessary to maintain the growth the community is experiencing. The sale to Suez however, does not seem to be in the best interest for us as a family or as a community at large. There is too much history with Suez and their business practices that show us what we might expect if they take ownership, and it just doesn't align with the quality and expectations we have come to expect from a local water system company. Thank for your consideration in not supporting the sale to Suez. Because it is all from underground aquifers that are very pristine, and no surface water is currently added to the system, there is no need to add a lot ofchlorine or other chemicals to the water. I have been enjoying the water from Eagle Water Company for many years with no filtration and I don't buy any other water for any purpose.Sadly, that will change if Suez is allowed to purchase Eagle Water Company. That's one of several concerns many Eagle residents have about Suez purchasing Eagle Water Company. Ihave heard may complaints from people in Eagle and in Boise. Suez combines surface water with groundwater so more chemicals are need to treat the water. I strongly urge thecommission to retain our water from Eagle Water Company for our communities. Years ago I was in a water system that was sold to Suez and the results were horrible. Rates skyrocketed and theytreated the water in such a way that we couldn't drink it (chlorine). My daughters home is on their system and their water is horrible. Also, according to the projections our rates will increase threefold over the next four years under their ownership. Suez water is not a public utility, it is a for-profit corporation. It makes sense that they want to make money but their rates are ridiculous and I don’t want to line their pockets with my money. They will only see the quality of their water, which now come from anaquifer as pure water, become infused with chemicals and diminished quality, for this they will be paying an increase in rates over the years. Less quality that will cost more. Suez is aninternational corporation that buys global water rights, their interests are not in serving their customers but only in getting as much profit as they can. In Jamila Cary's updated testimony posted on June 8,2021, she stated an average monthly consumer price change from $12.35 to$40.88 over the next five years. That's more than a three-fold increase. How much more will it be over 10 years? 15 years? This price increase is too steep. It is exorbitant for families, and itcould mean going with out the basics for those with fixed incomes like seniors and residents with disabilities. We cannot opt out of clean water. Each of us needs it. Clean water is a basichuman need and, according to the United Nations, a basic human right. Beyond which Suez is currently being acquired by anotherEuropean multi-national company with a shaky reputation; Veolia. Reports are that Suez will still exist, but it will be a much smaller company, and its U.S. business will migrate to Veolia. The new Veolia will have annual revenue of around $44 billion, more than five times the bundle of Suez assets that will create “new Suez.” Why would the PUC approve the sale whenthis merger taking place right now between Veolia and Suez threatens to create future issues within Eagle, including higher rates, poor water quality, and extremely poor customer service? At the very least shouldn’t the process be paused until this merger is complete and then resumed with the new majority owner as the applicant? For the following reasons: 1 water is a limited resource and selling it to ownership outside of the USA is a shortsighted mistake. This be a difficult proposition to undue. 2 Current customers of Suez are citing high rates and questionable quality. Allowing an out of country company that has to pay shareholders will want to cut costs, make money and shortcut quality. We don’t want a Flint, MI type of trouble here. Finally, I would help rally Eagle citizens to have the city of Eagle purchase Eagle water. I was not involved before because I thought our mayor and council members were smart enough to see the folly of selling a limited resource to an out of country publicly traded for profit company, but I now know they weren’t able to see past the current state to the future. Only local ownership is in the public's best interest if we wish to maintain local control & continued quality of this most precious natural & essential resource - our water. Local ownership is the only means of ensuring our water quality remain unadulterated and rates remain fair to all for generations to come. The City of Eagle would be in the best interest of EWC customers to purchase EWC. Additionally, in light of the recent federal 1.9 trillion dollar COVID relief bill, money is earmarked for infrastructure including our state's water. "BOISE, Idaho (AP) — Idaho will receive $1.1 billion in the latest round of coronavirus relief money in two separate payments, the U.S. Treasury Department announced Monday, with state officials saying the money could be used to substantially bolster the state’s water, sewer and broadband infrastructure. The $350 billion program is part of President Joe Biden’s $1.9 trillion coronavirus relief package that became law in March..." Please help us protect our precious natural resources by pausing to consider the impact of new federal funding options, solutions, and potential offers to purchase EWC given the recent funding available to cities to improve water infrastructure (funding not available to private for-profit corporations), likely this would give the City of Eagle an advantage. Respectfully submitted, Susan Wendt" ------
