Eagle Water Company to Suez Water Company. 1) Because of the Suez proposed rateincreases over the next 4-5 years, more that doubling the cost of our water, this sale is not in
my nor the public’s best interest. Many residents of Eagle (including my in-laws) live on fixedincome levels. Increasing the cost of one of the most essential resources by more than 100% is
unconscionable. 2) This sale is NOT in my or the public’s interest because of the Suez’shistory of water quality issues, overwhelming number of customer service complaints, and it’s
very regular rate increases. 3) Suez’s plans to take our clean Eagle water and mix it withsurface water that needs to be chemically treated is NOT in my or the public’s interest. 4) Suez
is currently pumping water from Redwood Creek around Eagle into the foothills to serveAvimor and other non-contiguous communities north of Eagle. Suez has proven time and
again that their fundamental goal is maximizing profits at the expense of their customers thathave no other option of water sources (a legal monopoly). They are planning to send water we
need in our Eagle community to outlying areas for new, non-contiguous growth is NOT in mynor the public’s interest. 5) The proposed sale price is almost 10 times that of the actual base
rate/estimated value of Eagle Water Company. They also tacked on additional 1/2 million tohelp pay for a lawsuit that they would inherit and a middle man is getting a massive chunk of
the purchase price. For these reasons alone, other sales have been rejected. This grosslyinflated price is NOT in my nor the public’s interest. 6) Suez is currently being acquired by
Veolia, another European multi-national company with a very bad reputation for puttingprofits ahead of the public good. The PUC should NOT approve the sale of Eagle Water
Company with this merger taking place right now between Veolia and Suez. It threatens tocreate future issues within Eagle, including higher rates, poor water quality, and extremely
poor customer service. This sale is NOT in my nor the public’s best interest. Thank you forlistening to my concerns and blocking the sale of Eagle Water Company to Suez Water.

Comment: "To whom it may concern, When I first heard the owner of Eagle Water Companywas selling the water company a few years ago, I looked into who and why it was being sold.
It seems the owner was not able to raise the price of the water to cover cost of investmentbecause of a technicality, by this commission. I can say more positive things about having a
local water company. They were friendly and very helpful with fast service for the times I hadquestions, or wanted to maintain my line, such as blowing it out or checking in on a bill. The
City of Eagle wanted to purchase the water company, but it seems Suez Water bypassed whatwas set up, perhaps because of the owners age and mental state. It was very deceptive. I also
found out Suez Water was trying to get around a promise they made to Boise District onsupply. They had to spend 30 million to create a new source, where they could take the supply
from our town and cut costs. Now that being said, if they did not add surface water to ours, Imight not object. I don't want to drink surface water, nor do I want my children to drink it.
Eagle has some of the best water in the country here locally. I don't see why we should beforced to give that up. I would buy the company and keep it local and non-profit if that were
an option. I know I would get the support to take that kind of action. Ok, next, I found out thatSuez Water purchase another water company in Napa where they refused to let the City allow
to expand with building permits, they controlled the City rather than the other way around. Ok,so the City bought it back from Suez after realizing how bad they were. I would hope we learn
from those mistakes. I next looked up service. It is bad. Many many bad experience, poorservice and will not fix what needs to be done. They are able to spend money to sell
themselves to people who have not experienced their service directly, but it is a one out of 5 orless rating. The company was not put up for auction to the best bid, nor was it voted on as a
local government entity. The city gave/donated the original owner the property to supplylocally, if under local supply, not to supply other entities, nor to lower our quality of water or
to reduce service. This sale should not be allowed. Please consider your actions. This is not agood one. And, it will be expensive to get the water company back in the future once you
realize the mistake. Please don't make the mistake. Sincerely, Dr. Jeff Haas"

the UK primarily) and the USA. I also worked for several PUCs in Europe and the USA.While I am not a big supporter of Regulation I do believe that reasonable rules and oversight
and checks on utility companies are needed. I also do not like that a foreign controlledcompany is taking control of USA water supplies. We enjoy the fresh, clean water in Eagle. I
do not feel that things have been done correctly to ensure that Suez can change our watersource and add chemicals to the water supply. The PUC needs to look at the water supply and
lead the effort to control the source and supply of water. Don't do what some other states havedone that have led to low water supply and in many cases poor water quality. Regards,

Comment: "I am solidly against the sale of Eagle Water to Suez and therefore ask the
commission to deny the sale. Suez is a multinational company with interests in the bottomline, not the needs of Eagle residents. Certainly Suez and Eagle Water will have a great
financial benefit if this transaction is approved. Eagle residents will pay twice -- first withincreased cost of water of 200 to 300% in the next 4 years and secondly, with substandard
water. The Suez plan to take our well water and create of mix of processed surface water isdetestable. The new "mixture" will most likely contain a high concentration of chemicals.
There could be long term health effects which will impact Eagle residents, not a multinationalfirm. I strongly oppose this sale and ask the commission to stand with Eagle residents. Please
keep our water company local. Thank you. "
