Comment: As residents in the City of Eagle and 22 year customers of Eagle Water Company, my husband and I ask that
you block the sale of Eagle Water Company to H2O Eagle Acquisition LLC and the subsequent sale from them to Suez
Water. When we were looking to move from our south Boise home (on United Water - Suez) more than 20 years ago,
we chose the City of Eagle in large part because we had the choice of an alternative water provider. Our experience with
then United Water was not a positive one. Water is a basic necessity. We are fortunate in Eagle to have local control of
our water, to have our water obtained from a local source that requires minimal treatment. Approving the sale of Eagle
Water Company and its assets to Suez will only serve to further the progress of a foreign-owned, shareholder-based
entity concerned with delivering a return on investment, developing a monopoly on a basic necessity of life, and
relinquishing our water rights. We are not guaranteed we will receive our Suez provided water from the same minimally
processed source at the same quality we currently enjoy.
My husband and I understand Mr. DeShazio wanting to get his affairs in order. The speed at which this proposed sale
has progressed has given the concerned customers little time to consider other options to present to Mr. DeShazio. At
the very least, we ask that you delay your decision to allow the customers this opportunity.

Comment: I am very concerned about the proposal for Suez to purchase Eagle Water Company. I DO NOT want this sale
to be approved.
Suez puts more chemicals in the water than are needed for Eagle Water. Suez would connect the lines of Eagle water
and Boise water so it would all be treated the same. The water tastes bad and the long term effect of all those
chemicals are not known.
Suez is owned by a foreign company so if Eagle Water is owned by Suez our water rights would be controlled by a
foreign company. That is not right for Eagle, ldaho.
There is no reason for Suez to own Eagle Water!
The media has made it sound as if this sale is a done deal but I just learned that is not the case. I think at least 95% of
Eagle residents think there is nothing that can be done now because of the media coverage, otherwise you would be
getting many times more comments than you are getting.
Please, as the Commission that guards and protects the Utility rights of the people of ldaho it is your responsibility to
NOT APPROVE this sale.

I am appalled, disgusted, and will do whatever I can to prevent this from occurring. This is akin to taxation without
representation !

Comment: Dear Commissioners,
I am writing to express my/our concern about the proposed acquisition of Eagle Water by Suez. As a retired financial
advisor, I have a different, and concerning, perspective than many who may communicate with you.
Several years ago I evaluated Suez as a possible stock purchase and prospective recommendation to clients. I
determined that there were too many issues with management, not the least of which were faltering attempts to
manage far flung operations including Morocco and lndia.
It is hard to imagine that a PUC based in ldaho could feel comfortable supporting the purchase of an important local
asset by an international conglomerate based in Paris. On the face of it that proposition, excuse me, won't hold water.
Consumers are properly concerned about the increase in rates. But, that is a small part of the larger problem of the long
term financial health of Suez. Simply based on the divided pay out ratio for Suez they will be compelled to keep raising
rates.
To be specific about financial/capital issues consider the following:
Suez ldaho Power* market cap 8.5 billion 5.1 billion
* debt approx 158 1.8 billion* debt/equity ts}% 77o/o
* dividend
payout ratio L25%o 53%
Regardless of whether one is a consumer or an investor, the above stats do not speak well to the long term financial
health of Suez. lts stock is approximately 50% lower than 10 years ago, while ldaho Power has quadrupled.
While one could argue that Suez and ldaho Power are too different for valid comparison. Not so. They are both
regulated utilities and both rely on water. And, again the numbers are problematic. Suez's long term debt approaches
two times market cap while ldaho Power's debt is 30+% of market cap.
We respectfully ask that all other options for the sale/purchase of Eagle Water be considered. There is no doubt in my
mind that the residents of Eagle would support a bond and concomitant maintenance agreement to keep Eagle Water
locally owned. The outright purchase of Eagle Water by Suez is a "trip to Paris" that we will pass on.

Comment: l'm an appraiser and I've talked to many consumers since Suez took over United Water. They are unhappy
with the company. They raised the bill with no discernible benifit to their service. Apparently this company wants to get
a monopoly on water in this area and then given the corporate mindset of many corporations over the last 20-30+ years
they can do what ever they want to the consumers. Reminds me of many of the companies in the health and
pharmaceutical industry that gouge away and nobody, presently, can hold them accountable.Suez has already sent me a
postcard saying they will raise the rates because they don't think Eagle Water has been gouging customers enough over
the years. From the name I'm assuming Suez is an Egyptian company but irregardless I'm tired of foreign companies
bringing their sense of corporate greed to ldaho, not to say that we don't have US corporations with the same
sensibilities. Eagle Water is a good company and I see no reason Suez should be allowed to take them over. lf they want
to sell lets see what an ldaho or Northwest US company brings to the table. Like I said every United Water customer that
I've listened to has nothing good to say about Suez. At least I have the option to return to my well water if this is allowed

Comment: I am opposed to the sale of Eagle Water Company, lnc to Suez Water ldaho. Suez Water is a large
multinational corporation that will most likely put profit above safety.
Suez Water does not have a good safety record and has a low rating with BBB.

retired senior citizen and live on a fixed income. I understand that if Suez purchases Eagle Water Company my rates will

Comment: I have been researching into the proposed buy out of our water to Suez water company. Do you really care so
very little of our citizens? With a little research one can find they have a D with the BBB. They consistently buy out
companies,charge more and provide much less! You are doing a great job! lf you need to increase our bills to provide
what you are now,it is better than what Suez will provide. lf fracking continues to contaminate the water all around us,
soon clean drinking water will be worth more than Oil! Please DO NOT LET SUEZ take over our water supply here in
Eagle.
