To Whom It May Concern:
We are residents in Eagle and live in the area affected by this proposed acquisition.We'd like
to register our feedback is vehementlyAGAINST this acquisition.We have been residents of
Eagle for 15 years and have been customers of Eagle Water Company the entire time.
We are VERY happy with the quality of the water we receive as well as the customer service
provided by Eagle Water Company whenever we had a question.Eagle Water Company
provides an excellent product at a reasonable rate primarilydue to their local management and
very low overhead.We have relatives living in other parts of Eagle who have Suez Water for
their provider and they are not nearly as satisfied.The water they receive does not taste good
and the tactics that Suez Water employs to get people to purchase "insurance"for the portion
of the water line outside the home,but on the propertyof the homeowner is relentless and
borderline predatory.
We urge you to consider our voice among the MANY others Eagle residents you have heard
from emploring you to block this acquisition.Asking people to give up a good product at a
reasonable price in order to substitute a substandard product at a higher price does not make
sense in any way.The benefits listed on the Suez letter do not outweigh the advantages of
keeping Eagle Water Company a small enterprise.Another option has to explored!Please do
NOT allow this acquisition to take place.

Comment:As an 18-year resident of Eagle,I strongly oppose Suez acquiring Eagle Water.Suez's recent notification lists
numerous,steep rate hikes;yet the only implied benefit is Suez proposes connecting Eagle Water to its current facilities.How this benefits Eagle residents who are subjected to rate hikes is unclear.Redundancy is a non-issue;nor has it been
an issue during my tenure as an Eagle property owner (18 years).As a landlord,Suez (formerly United Water)created
problems for my tenants and me by shutting off water at inopportune times,and not settling billing disputes fairly.
It appears Suez is about to enjoy monopoly status in Ada County.This should botheranyone who realizes such statustypicallyleadstounfairbusinesspractices,especially in charging customers.

Comment:Dear Commissioners,
Eagle City was interested in purchasing Eagle Water Company Inc.,but from what I understand was never given an equalopportunity.A utilitycompany,which has a monopoly on the sale of water to about 4000 homes at the center of Eagle,
is best served by a local organization.Much of the infrastructure has been recently upgraded.Eagle Water Company
Inc.deserves a fair market price for the operation,however they did not come to the table to discuss the issue with theCity.Suez's interest is not local,nor to serve the public.It is a profit generation only;utility companies,especially water
are a good investment for the future because they are rare commodities;we do not want to loose control of the
business or the water rights,which is what seems to be happening in this sale.If Suez purchased the Eagle WaterCompanyasitstands,then the Suez billing would not take over and the rates increase 200%.It would be status quo,which I am sure would be more amenable to the people of Eagle,though I have not read all of Suez's by laws.I am notclearwhatisdefinedasareasonableincreaseforautilitycost,but I have to say that 200%seems off the chart and notreasonable.May I suggest,that we keep the rules and regs for Eagle Water Company,then define a fair price and allowtheCityofEagletotakeovertheservice.It will help the City and the people of Eagle in the long run.I am not sure whattypeoflitigationIPUCisopeningthemselvesuptowithsuchalargeratehike.
Please consider alternatives to this sale.

too much for water (becausethey simply can)and when we lived in Boise,our water bill was through
the rooffor a 900 sq ft home and a 10x10 front yard.Is there any way to protest this decision?Would
the owner of Eagle Water listen to other options?What if the 12,000 homeowners and businesses they
service,bought out Eagle Water to form a co-op of sorts?I know with Suez our water bill would TRIPLE
at the very least.Not sure of the logistics of everything,just want any other option than Suez,please.
We love Eagle Water and it's very easy to call and resolve any issues or concerns with them.They have
been wonderful for our smaller city.
