HomeMy WebLinkAbout20180615notice_of_application_order_no_34086.pdfOffice of the Secretary Service Date June 15,2018 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION IN THE MATTER OF THE JOINT )CASE NO.SUZ-W-18-01 APPLICATION OF UNITED WATER IDAHO )INC.,AND BRIAN SUBDIVISION WATER )NOTICE OF APPLICATION USERS ASSOCIATION FOR APPROVAL OF )AN AMENDMENT TO CERTIFICATE OF )NOTICE OF INTERVENTION PUBLIC CONVENIENCE AND NECESSITY )DEADLINE NO.143;APPROVAL OF AN AGREEMENT )FOR CONNECTION AND TRANSFER OF )ORDER NO.34086 WATER SYSTEMS;APPROVAL OF RATES )ANDCHARGES ) On September 29,2014,Suez and Brian Subdivision Water Users'Association jointly applied to the Commission seeking an Order authorizing Suez to connect to,and take over operation of,Brian Water's water system.This request came about because of insurmountable costs related to contaminants in Brian Water's ground water wells.Suez estimated it would cost $1.3 million for Suez to connect the system. The Commission authorized Suez to connect and provide service to Brian Water customers and certain ratemaking treatment.Order 33195.The Commission Ordered that prior to charging any former Brian Water customers for service,Suez complete the connection and file conforming tariffs consistent with Commission Order. With this Application,and consistent with Order 33195,Suez is now requesting the Commission approve of a trued-up rate,and approve of the conforming tariffs.The Company provided supporting testimony and documentary evidence supporting its application.The Company requests that the application be processed by modified procedure.No effective date was requested. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED Suez has completed the interconnection,and Brian Subdivision is now fully connected and served by Suez.Suez now comes before the Commission to report that actual project costs exceeded original estimates by $351,967.Suez attributes unanticipated bore piping construction difficulties for the cost overrun. NOTICE OF APPLICATION NOTICE OF INTERVENTION DEADLINE ORDER NO.34086 1 YOU ARE FURTHER NOTIFIED that the Company states that it commenced construction of the interconnecting pipeline in January 2015 with an initial directional bore under the New York Canal.However,due to geotechnical and mechanical difficulties,it was unable to complete a successful bore under the canal until 2017.All boring and interconnection work was completed in November 2017.Customers in the Brian Subdivision have been receiving water from Suez since that time. YOU ARE FURTHER NOTIFIED with this Application,Suez is requesting the Commission approve an upward adjustment to actual project costs consistent with Order 33195, includingapproval of Schedule No.lC Brian Subdivision Surcharge. YOU ARE FURTHER NOTIFIED that the Application and supporting documents have been filed with the Commission and are available for public inspection during regular business hours at the Commission offices.The Application and testimonies are also available on the Commission's web site at i eco ,.Click on the "File Room"tab at the top of the page,scroll down to "Water Cases,"under the "Cases"heading,and then click on the case number as shown on the front of this document. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code,including Idaho Code §§61-502 and 507.The Commission may enter any final order consistent with its authority under Title 61.
