SPL-W-I9-01. On February 15, 2019, Gem State Water Company LLC ("Gem State Water" or "Company") filed an Application with the Commission requesting approval of Gem State Water's acquisition of Spirit Lake East Water Company ("Spirit Lake East") and Lynnwood Water. On July 3,2019, the Commission approved the acquisition and ordered the Company to file an updated Tariff within fourteen ( l4) days of the service date of the Order. Order No. 34372. On July 17,2019, the Company filed an updated Tariff. In its filing, Gem State Water indicated that the transaction had not yet closed at the time the compliance filing was due, and therefore Leslie Abrarns was still the owner of Spirit Lake East and Lynnwood Water. STAFF RECOMMENDATION Staff worked with the Company to prepare its filing and confirmed the three rate schedules filed by the Company comply with Commission Order No. 34372. See Attachment l, Sheet l- Recurring Charges for Legacy Spirit Lake East Water Customers; Sheet la - Recurring Charges for Customers in the Lynnwood Estates Subdivision; and Sheet 2- Non-Recurring Charges for AII Customers. Staff recommends approval of these schedules. The Company aggregates the 8,000 gallon I 10.7 CCF monthly allowance for each month that no meter reading is taken and bills for all usage exceeding the total aggregated allowance on the next bill issued after a meter reading is taken. Hook-up Fee (New Service) - $2,500.00 per each new customer hook-up 2. Late Payment Charge - One {Lo/o) percent monthly applicable to the unpaid balance owing at the time of the next billing statement. 3. Reconnection fees for accounts closed thirty (30) days or less Requested during normal office hours - $16.00 Requested for other than normal office hours - $32.00 4. Reconnection fees for accounts closed longer than thirty (30) days Requested during normal office hours - $52.00 Requested for other than normal office hours - $65,00 5. Returned Check Fee for each customer check returned to the Company for non-sufficient funds. - $20.00 Normal office hours are defined as 8:00 a.m. to 5:00 p.m., Monday through Friday except for the following holidays which fall on a weekday: New Years Day, Memorial Day, 4th of July, Labor Day, Thanksgiving Day and the day after Thanksgiving Day and Christmas Day.
