Gem State Water Company, LLC ("Gem State Water" or "Company") files the following
response to comments filed by the Commission Staff on June I 1,2019 ("Staff Comments").
Gem State appreciates Commission Staff s diligence in reviewing the history of Spirit
Lake East Water Company ("Spirit Lake") and Lynnwood Water ("Lynnwood"), particularly
because Lynnwood had not been regulated by the Commission. Gem State recognizes that
bringing a small water company from unregulated to regulated status will present its challenges,
particularly where the unregulated company's rates were not approved by the Commission. As
stated in its Application, Gem State Water intends to work with Commission Staff before and
during future rate proceedings to consolidate the rates, rate structure, and other charges for
current Spirit Lake customers and current Lynnwood customers.

Gem State believes that Staffls recommendations regarding charges, rates, and non-
recurring charges are reasonable. Gem State appreciates Staff s offer to work with the Company
to file updated tariffs and to revise billing and collection documents. Gem State will provide
notice to customers of the sale through a separate mailing or billing insert. In short, Gem State
agrees with, and intends to abide by, the recommendations provided by Staff in its comments.
