ADDENDUM TO MY LETTER OF JULY 5,2013
I received several inquiries as to the rationale for requesting an increase in the monthly
allotment of water from the present 1203 CF (9000 gallons)presently allotted by the Spirit
Lake East Water Company to its Municipal Consumers.Surprisingly enough there was no
inquiry from the Company.
It is my understanding the Commission,while exercising jurisdiction over rates and
charges for water service,doesn’t have the authority to oblige the Company to provide a greater
or lesser accommodation to its Clients.My assumptions are based on the contents of the most
recent application for Rights provided by the Idaho Department of Water Resources.
With reference to the reading of the Water Meters,early or late reading of the Meter,
even on a Quarterly basis,can substantially alter the charges for consumption.Assuming a
lesser usage from November through April and a greater usage May through November
timeliness of Water Meter Readings is definitely a factor,as the Company wishes to proceed to
a Monthly Billing.The Averaging Program bears further clarification.
While I am not on the Internet,I provided copies of all information submitted to the
Commissioners to the Company and to the Spirit Lake East Homeowners’Association
Incorporated as well.I have not received any communication from either party pro or con and
assume they may have been made separately.

9000 GALLONS EQUALS 1203.05 CUBIC FEET.
AT THIS RATE,ALL POTENTIAL CLIENTS ARE RECEIVING APPROXIMATELY 57.05
%OF THEIR ENTITLED ALLOCATION PER MONTH.

PRACTICALLY SPEAKING 65%WOULD BE AN APPROXIMATION.
65%OF THE PRESENT TANK CAPACITY EQUALS 17,380 CF.
17,380 /378 EQUALS 45.978 CF OR 343.96 GALLONS.
THIS CLOSELY APPROXIMATES THE PROJECTED DAILY USAGE FOR A
HOUSEHOLD OF 3 TO 5 PERSONS.
BASED ON A MONTH OF 31 DAYS,THE ESTIMATED USAGE IS
APPROXIMATELYY425.3 CF OR 10662.8 GALLONS.
IS THE SPIRIT LAKE EAST WATER COMPANY ENTITLED TO MORE MONEY PER
MONTH BASED ON THEIR PERFORMANCE?I BELIEVE THEY ARE.THE AMOUNT
OF THE INCREASE IS UP TO THE IDAHO PUBLIC UTILITIES COMMISSION,THAT IS
WHY THEY SOLICITED OUR PARTICIPATION.
ARE WE ENTITILED TO AN INCREASED MONTHLY WATER ALLOTMENT?I
BELIEVE WE ARE.
A COMPROMISE BETWEEN 1200 CF/MO AND 1800 CF/MO WOULD BE ACCEPTABLE
TO ME.I BELIEVE THAT 1500 CF PER MONTH IS A SUSTAINABLE OPTION,WELL
WITHIN THE COMPANY’S CAPABILITY TO SUPPLY THE WHOLE SHEBANG,
SLEPLAT,TREEPORT AND MAYBE EVEN A FIRE HYDRANT SOMEWHERE.
