Because of the bleach odor I purchase drinking water. I would like to know why this system needs to have chlorine added as it comes from the Rathdrum aquifer. The water pressure is not much better than previously supplied. The deficiencies in the system were known to the new owner. The previous owner just took everything it could and put a bare minimum in. We should not have to pay for the substandard performance of the previous owner. The water company is also side stepping its requirement under Kootenai County rules as their structure covering the reservoir has not received a certificate of completion (this can be verified by checking Kootenai County building permit records). There are no known provisions to promote conservation of water just excessive fees for overuse. With this large rate increase there is nothing more for the customer just double the rates. The monthly billing is a way to further increase the cost to the customer and there will be several months where meters will not be read anyway. A rate increase of 10 - 20 % would be more in line and a specified beginning date for the rate increase to start.
